Rick explained that a predetermined formula is <br /> used. <br /> George asked for input from the Board regarding change to Lino <br /> Lakes' existing Ordinance. Paul questioned whether or not the <br /> commercial and industrial dedication are adequate to match single <br /> family residences, and requested additional time to review the <br /> numbers presented. <br /> George suggested the need to balance park dedication with <br /> incentive to bring commerce into the city. Paul pointed out that <br /> presently revenues generated by commercial and industrial <br /> development do not benefit park dedication as much as they do <br /> other areas such as the school district tax base. He asked about <br /> the possibility of these funds being designated for park <br /> dedication purposes . <br /> George pointed out that reference to school districts brings into <br /> play general fund dollars vs . dedication dollars, and that <br /> perhaps park dedication should occupy a larger percentage within <br /> the formula for apportionment of these funds . <br /> Paul agreed, adding that there is also consideration of policy, <br /> which might bring TIF monies to commercial and industrial <br /> properties for the purpose of bringing industry into the <br /> community. Perhaps such policy might also include a lesser tax <br /> to be levied against commercial and industrial properties as <br /> incentive . <br /> Pam pointed out that Vadnais Heights shows twice the dollar <br /> dedication per square foot as Lino Lakes . Clearly commercial <br /> development has been very successful, and a higher charge has not <br /> been a deterrent . She added that multifamily produces heavier <br /> use of parks as there is less private land available for <br /> recreational use. <br /> Joe expressed concern about the comparison with Vadnais Heights . <br /> He suggested that Lino Lakes percentage should be reviewed. <br /> Paul suggested that future projections be developed for further <br /> discussion and review. <br /> George recommended that this item be brought back to a future <br /> meeting under "Old Business". <br /> DEVELOP POLICY FOR NAMING CITY PARKS: <br /> Rick explained that he recently received correspondence from <br /> Roger Hokanson, developer of Marshan Condominiums, requesting <br /> that the three acres of park land required for park dedication be <br /> named "'Jesse' s Park" after his deceased grandson.
