City of Lino Lakes
Park Board Meeting
January 5, 1998
($15, 000) ; (b) two half-ton pickup trucks with plows ($55, 815) ;
(c) replacement of Shenandoah play structure ($18, 000) ; (d) the
Elm Street trail ($60, 000) ; and (e) a copy machine ($13, 500) .
By way of follow up, Rick noted that the Birch Street Trail was
completed at a total cost of $10. 97 plus 30% engineering cost for
a total of $14 .26. This figure is consistent with customary
estimates of between $15 and $20 per lineal foot.
George pointed out that seal coating of trails, which was not
approved by Council, should be stressed in the future . Original
trails are now approximately six years old and should be on a
maintenance program. Rick agreed, stating that a significant
number of Lino Lakes' trails are in need of seal coating within
the next year or two, and the $15, 000 proposal would have put the
trail system on a satisfactory annual maintenance program.
Pam asked if the Shenandoah play structure would have to be
removed due to liability. Rick stated that the department would
be looking at removal of this play structure in the spring,
adding that it will be unfortunate that there will no longer be a
play structure for the children.
Joe suggested that the neighborhood be notified prior to the
structure' s removal . George suggested a neighborhood meeting.
George asked about the $60, 000 Elm Street Trail item. Rick
stated that he is gathering additional information regarding the
status of this trail .
FRIENDS OF THE PARK UPDATE :
Barry stated that this group did not meet in the month of
December; therefore, there is no update on activities at this
time.
OLD BUSINESS•
Clearwater Creek Business Center:
Rick explained that in September of 1996 Council approved the
final plat for Clearwater Creek 2nd Addition. Unfortunately,
following completion of site grading, staff discovered that
installation of the 15-foot wide trail along the rear lot lines
of those lots west of Tele Lane would result in the removal of a
number of large deciduous trees, including some significant oak
trees . This issue was then discussed with the developer, and it
was agreed that the trail would be relocated to avoid as many of
r the larger trees as possible.
On September 22, 1997, Council denied acceptance of the proposed
relocation of this trail due to infringement upon the required
6
