City of Lino Lakes <br /> Park Board Meeting <br /> January 5, 1998 <br /> lot size, and returned this item to the Park Board for further <br /> consideration. <br /> Rick then presented photos of the area showing the relocation of <br /> the trail . He reviewed the options, which are as follows : (1) <br /> Keep the trail segment at its present location. Currently the <br /> trail segment is only 29 feet from the existing house on Lot 5 . <br /> (2) Move the trail segment to the original location, which would <br /> result in the removal of a large number of deciduous trees . (3) <br /> Abandon the existing trail and move it to the Otter Lake Road <br /> right-of-way. A disadvantage to this option is the placement of <br /> the trail being very close to a road with a speed limit of 50 <br /> miles per hour. Since the county right-of-way is only 100 feet, <br /> a trail along Otter Lake Road would result in only a 4 foot <br /> buffer between the existing road and the trails . The county <br /> standards for a road without curb and gutter is 20 feet. <br /> George suggested that the most desirable option might be to <br /> propose the relocated trail placement and provide for <br /> facilitating screening between the trail and nearby home sites . <br /> Rick suggested that, with the use of minimal retaining walls, it <br /> might be possible to move the trail even farther away from the <br /> homes . He added that most residents would probably prefer the <br /> trail closer to their homes if it means retaining the trees . <br /> Joe asked if there is a possibility of bringing the trail up <br /> LaCasse Drive down Tele Lane using the roadway as a trail, and <br /> cut between Lots 9 and 10. George pointed out that easements are <br /> not available for that location, in addition to possible frontage <br /> requirements . <br /> Paul requested clarification that easements exist for the <br /> proposed relocation of the trail . Rick verified that all <br /> easements are in place. He added that at this point the <br /> developer remains the owner, and he is in agreement with <br /> providing easements for the relocated trail . <br /> MOTION: Paul Montain made a motion to propose location of the <br /> Clearwater Creek 2nd Addition Trail as it appears on the proposed <br /> easement exhibit . Sharon Lane seconded the motion. <br /> George asked if it would be incumbent on the Park Board to <br /> arrange for screening of the trail, in the event that option is <br /> taken. Rick suggested that the developer not be asked to install <br /> screening. George indicated that there may be dedicated funds <br /> from this development and that the City should look toward <br /> providing necessary screening. <br /> MOTION: Paul Montain amended his motion to propose location of <br /> the Clearwater Creek 2nd Addition Trail as it appears on the <br /> 7 <br />
