City of Lino Lakes <br /> Park Board Meeting <br /> July 6, 1998 <br /> n <br /> more inclined to allow it now because the space is not being <br /> used. <br /> Joe said the State of Minnesota leases land quite often. He <br /> recommended a dollar amount be attached to the lease. He noted <br /> concern regarding other residents, quality of track, and if a <br /> track is visually pleasing. <br /> Paul stated a certificate of insurance would need to be provided. <br /> Mr. Scheele came forward, with 3 children from the neighborhood, <br /> and said he is the property owner of the land in front of the <br /> track. He explained what a BMX track is . <br /> Pat noted that insurance for a big group may be too expensive. <br /> Jeff added that if someone is hurt that is not involved with the <br /> group, he or she may come after the City. <br /> Chair Lindy stated that the City Attorney and the Insurance <br /> Company will have to work out all the details . If the resident <br /> is agreeable to providing insurance, it can be done. Those <br /> issues must be deferred to legal council . <br /> Mr. Scheele stated that the American Bike Association can provide <br /> insurance. It may be cheaper to get insurance through the City. <br /> He stated that if the City is involved all residents of the City <br /> could participate in the track. The children in the neighborhood <br /> are willing to hold fund raisers to raise the money to purchase <br /> insurance. The children are willing to build the track <br /> themselves . Mr. Scheele stated that this was the children' s <br /> idea. There is not much in the City of Lino Lakes for this age <br /> group to do. He stated they are willing to work with the City <br /> any way that they can to proceed with this project. <br /> Mr. Scheele explained that they are not asking the City for <br /> money. This is a good idea. Insurance is a problem. The <br /> American Bike Association can provide the insurance. He stated <br /> that he does not have an estimate yet for insurance. <br /> Mr. Scheele noted that Rehbein charges $7 per day to use the BMX <br /> track. He stated not everyone can afford that. <br /> Chair Lindy explained that there is a history of a BMX track in <br /> Lino Lakes . It was a professionally designed track. The track <br /> was closed because of insurance, maintenance, and supervisory <br /> issues . The City' s insurance was cost prohibitive. He stated he <br /> does not think the City or City insurer will be apt to insure <br /> informal BMX track. He stated the Board will work with them to <br /> 5 <br />
