The motion <br /> passed. <br /> Chair Lindy advised Rick to set up a neighborhood meeting as soon <br /> as possible, if the City Attorney determines it is legal . He <br /> asked that Rick contact Park Board members regarding the time of <br /> the meeting. <br /> REVIEW PRELIMINARY PLAT, SMA CONSTRUCTION, INC. FOR 10 SINGLE <br /> FAMILY LOTS• <br /> Rick referred to the preliminary plat for Peregrine Pass . The <br /> developer is proposing to provide a trail along the western edge <br /> of the development, adjacent to 12th Avenue . <br /> A site visit verifies that a meandering trail through the <br /> corridor of pine trees would be much more appealing than simply <br /> construction a trail in the right-of-way along 12th Avenue . Rick <br /> stated he is in support of the developer proposal to clearing, <br /> grading, and paving an 8 ' trail . He suggested the trail should <br /> meander westward at the northern termination point because it has <br /> not been determined if the future continuation of the trail to <br /> the north will need to be placed within the road right-of-way. <br /> Paul asked if the trail will be part of the easement . <br /> Mr. Steven Arndorfer, SMA Construction, Inc . , came forward and <br /> indicated the trail will be inside of the platted lot lines . The <br /> residents will have legal rights to the land on the other side of <br /> the trail . There will be an understanding of no development or <br /> building on the other side of the trail . He stated the reactions <br /> he has received from residents have been good regarding this <br /> proposal . <br /> Rick noted the City no longer obtains trail easements . The <br /> trails are park land. The property lot lines will be east of the <br /> trail . The trail will not encroach on the lot lines . He added <br /> it is a great opportunity for a visually pleasing trail segment . <br /> Mr. Arndorfer noted the placement of the trail will be determined <br /> with Marty Asleson. The trail will be fit in as naturally as <br /> possible. A temporary approach can be put in so the access at <br /> the north end of Lot #10 is not in the ditch. <br /> Rick noted the estimated installation costs of the proposed trail <br /> exceeds the 10% land or cash equivalent required by the City for <br /> park dedication. <br /> 3 <br />
