City of Lino Lakes <br /> Park Board Meeting <br /> March 1, 1999 <br /> The seven proposed greenways consists of 61 . 6 acres (27 . 1 acres <br /> upland, 34 . 6 acres wetland) . An important consideration with <br /> this development will be the development and maintenance of this <br /> extensive trail system. The proposed trails are a total of 1 . 6 <br /> miles in length. If the trails were to be paved, estimated <br /> construction costs would be $126, 000 . <br /> Mr. Smyser also discussed the possibility of additional park land <br /> located in the Clearwater Creek Industrial Park. He indicated <br /> that staff is in the process of pursing a parcel of property for <br /> an active park area. He stated he will keep the Park Board <br /> informed regarding the status of that parcel . <br /> Paul asked about the phasing of the development . Mr. Larry <br /> Olsen, came forward and stated the development will be done in <br /> three phases . It is proposed that the 5 . 5 acre park be done in <br /> the first phase . <br /> Jeff Smyser stated the entire park is upland area. A typical <br /> neighborhood program can be developed. Jeff Schoenbauer <br /> indicated he supports the plan from a park and trail stand point . <br /> Chair Lindy stated the financial issue needs to be addressed with <br /> the trail systems and greenway corridors . The paving will have <br /> to be budgeted for. <br /> Paul added the concept of the plan is good. He also expressed <br /> concern regarding the financing of the trail paving. <br /> Rick stated staff will be discussing the issue with the <br /> developer. There are several options to pursue . <br /> Joe asked about the Park Dedications needs regarding this plan. <br /> Rick stated typical dedication is 10% land or the cash <br /> equivalent . He stated this plan far exceeds the requirements . <br /> Paul asked if the green space will be association property or <br /> City property. Jeff stated the long term goal is for the Open <br /> Space Development Program to have the larger greenways be owned <br /> by a homeowners association. The City is unsure which is the <br /> best way to go with this project . <br /> Chair Lindy asked if the trails will be closed to those that do <br /> not have ownership. Jeff stated the trails in the park area is <br /> City park land. Any trails going through will be part of the <br /> plat . <br /> 4 <br />
