City of Lino Lakes <br /> Park Board Meeting <br /> February 1, 1999 <br /> ,r1 <br /> Jeff Schoenbauer stated the key points to consider for this <br /> development are whether the active park space will serve as the <br /> social center for the neighborhood. He reviewed the three key <br /> questions to address regarding adequacy of park land: does the <br /> park provide adequate recreational opportunities, does the space <br /> encourage continuity between active and passive spaces to create <br /> a perception of greater space, and does the trail corridor serve <br /> the recreational needs of the area. He indicated that adequate <br /> open space and natural resource spaces will achieve the <br /> principles of conservation development . He added he believes the <br /> plan results in balanced park trail and open space and achieves <br /> those objectives . <br /> Chair Lindy asked who is responsible for paving and completing <br /> the trail system. Jeff Schoenbauer stated the City' s policy <br /> requires the developer to grade and place the aggregate on the <br /> trails . Chair Lindy noted the trail is an integral part of the <br /> overall park and the length (approximately two miles) becomes <br /> prohibitive for it to be completed due to its cost . Jeff <br /> Schoenbauer stated he agrees with this concern and that issue can <br /> be brought forward to the developer for discussion. <br /> Pat inquired regarding the timing for development and whether it <br /> will occur in phases . Mary Kay stated the average developer can <br /> handle about 30 lots per year so she believes it would be phased. <br /> Jeff Smyser noted this entire property will require rezoning. Pat <br /> commented on the need to assure adequate buffers are in place to <br /> shield adjacent homes from the proposed active recreational <br /> activities . <br /> Chair Lindy noted this will be a self-contained trail system for <br /> a period of time until other connecting trails are developed. <br /> Jeff Schoenbauer concurred and commented on the need to resolve <br /> the connection of trails between open and park spaces within this <br /> plat . <br /> Jeff Schoenbauer asked if the Board believes they are getting <br /> what they should in considering a four acre active park space. <br /> Paul stated he likes the park and trails as a stand-alone area <br /> but this parcel does carry some "baggage" related to the property <br /> to the north so he questions whether four acres will be adequate. <br /> Jeff Schoenbauer stated he would think the four acres must be <br /> fully developable with no easements or limitations on use. He <br /> stated the developer feels limited in his ability to change the <br /> plan except to provide more easements and buffering. <br /> 2 <br />
