City of Lino Lakes <br /> Park Board Meeting <br /> February 1, 1999 <br /> Pat noted there are 144 units in Additions 1 and 2 . Jeff Smyser <br /> explained that park dedication is not based on ten percent of the <br /> gross area and you have to deduct wetlands from the gross acreage <br /> and then determine ten percent based on that calculation. Chair <br /> Lindy clarified the Park Board will only accept park land that is <br /> fully usable, not wetland. Rick stated if a 100 acre development <br /> had 40 acres of wetland the city would require park dedication <br /> land proportionate to the upland vs . wetland. In this example it <br /> would be 10% of the upland (6 acres) and 10% of the wetland (4) <br /> acres . However, the criteria changes when working with <br /> preservation development . <br /> Chair Lindy noted that Pheasant Hills has a small area for active <br /> park land and he has heard from many that like it that way. Jeff <br /> Schoenbauer stated if the Board believes four acres will serve <br /> the active recreational needs, it will allow the accomplishment <br /> of other aspects such as meeting ecological concerns and <br /> providing more area for trail corridors and buffering. Jeff <br /> Schoenbauer stated he recognizes the concern about the need for <br /> adequate park area but he thinks the active recreational needs <br /> can be accommodated with four acres as long as it is designed to <br /> be an active social and recreational center. <br /> Paul stated the Board has always been willing to work with the <br /> developer but he questions whether these residents or those to <br /> the north may be cheated if the Board does not assure active <br /> recreational needs are met . Jeff Schoenbauer stated that opens <br /> some fundamental decisions needed to be made by the community. <br /> He explained that to achieve this type of conservation <br /> development, the City must be committed to an athletic complex <br /> facility to meet the demand for programmed activities which can <br /> be tied into these areas . <br /> Jeff Smyser stated he does not think the developer will be able <br /> to find one ten-acre site for active recreational use in this <br /> plat . He stated if it is required of the developer, he believes <br /> the plat will not proceed. He noted the addition of trails and <br /> wetland areas which increase the number of recreational acres . <br /> Jeff Reinert asked how many acres of wetland there are. Jeff <br /> Schoenbauer stated there are 33 acres of wetland, 243 homes, and <br /> 144 homes to the north. He added there are 24 upland acres <br /> adjacent to the wetlands . Jeff Reinert noted this proposes to <br /> have 287 homes served by four acres of active park land. <br /> 3 <br />
