PARK BOARD MINUTES <br />�-t NOVEMBER 14, 1991 <br />Comprehensive Park Planning Committee Update - The committee soon <br />will be looking for public input on their plans. Currently Marty <br />Asleson is trying to pull a meeting of all the boards and staff <br />people together prior to a public meeting. He was hoping to <br />schedule a meeting with the boards before Christmas. Bill Nissen <br />says he would prefer a meeting after the first of the year. Marty <br />Asleson suggested a breakfast meeting on a Saturday morning like <br />the one held last winter. Both Ken Johnson and John Baumann thought <br />a Saturday morning meeting would be a more productive, relaxed <br />atmosphere. Marty will continue to try to put this meeting <br />together. <br />Shade Tree Committee and Forestry Update - The City of Lino Lakes <br />is the first city to use the vibratory plow . Marty Asleson reports <br />that there were a few problems. The plow broke, but this is a brand <br />new machine and the bugs haven't been worked out of it yet. Even <br />with the problems, the crews were able to put in 2 1/2 miles of <br />plow line and reach 28 infection centers in eight days on the south <br />side of the city. Work was also done on Lantern Lane, Baldwin Lake, <br />Rohavic Oaks, Lois Lane and the St. Joseph's Church area. Mr. <br />Asleson commented that he hopes to have the city in control within <br />three years. He also reported that the State Finance Committee with <br />'~ the DNR were touring in the area and met with him, they spent about <br />45 minutes reviewing our forestry plan. <br />Ken Johnson asked how the tree preservation plan is working out <br />with developers and builders. Marty Asleson noted that there have <br />been just a few problems, as with any new rule or change, but for <br />the most part it has been well received. <br />Marty Asleson also reported that the unexpected record snowfall <br />recently put a stop to seeding and any forestry programs being <br />worked on at the time. He also commented that the city crews worked <br />very well together and did a very good job in light of the <br />conditions. <br />NEW BUSINESS: <br />Black Duck Estates - This item has been moved up in the agenda to <br />accommodate Mr. Keith Eibensteiner in the audience at this time. <br />Mr. Eibensteiner appeared before the Park Board and explained his <br />plans to develop two parcels that were originally platted as a <br />portion of Lakes Addition #7, or the former Lakecrest Addition that <br />was most recently proposed as a development from Jeff Joyer and Ron <br />Mikolai. This will be two separate developments, but adjoining. One <br />addition will be called Black Duck Estates, it is 9.83 acres with <br />plans for 20 single family homes on lots approximately 1/2 acre in <br />size. It is bounded on the east by Black Duck Drive, on the south <br />2 <br />
