PARK BOARD MINUTES <br />--IN NOVEMBER 14, 1991 <br />by Birch Street and adjoins to the west the other addition that <br />will be known as Black Duck Estates Second Addition. Black Duck <br />Estates Second Addition will be 12.5 acres in size, with plans for <br />28 single family homes on lots approximately 2 acres. This addition <br />is to the south and east of East Shadow Lake Drive. These <br />developments will have to be re -platted, and have already been <br />before the Design Review Board. Marty Asleson noted that park <br />dedication had already been taken up several years back, but that <br />Mr. Eibensteiner will have to meet trail requirements. <br />Ken Johnson asked about the progress of the Weaver property near -by <br />to the east. Marty Asleson explained to him that the developers may <br />still come in, the issue is on hold until concerns regarding <br />Captain's Place are resolved. <br />Mr. Eibensteiner informed the board that the plans he is showing <br />are what the council and the DRB chose. Marty Asleson explained to <br />him, the need to get people from the Black Duck area out to the <br />main flow and to the near -by parks. <br />.x <br />The Park Board suggested that Mr. Eibensteiner put a trail along <br />the north side of Birch Street going East and west to the end of <br />.-� the development. This trail should be off of the right-of-way. This <br />will mean that the property owner of the lot on the corner of <br />Outlot J and Birch Street would have to be contacted by Mr. <br />Eibensteiner to negotiate having a trail run alongside his <br />property. The house on the property does not sit very close to the <br />road. Mr. Eibensteiner questioned whether he could put a trail off <br />the right-of-way. Marty Asleson says yes, that he can have a his <br />property platted to show a linear park, (not a trail) and would be <br />owned and maintained by the city. He pointed out that the ordinance <br />states that the trails are to be 15 feet wide with a crushed ag <br />lime base and the city will do the bituminous. <br />Bill Nissen commented that he can see advantages to a trail here. <br />He thinks there is a lot of potential for a major link to Country <br />Lakes Park with a linear park here. <br />Mr. Eibensteiner mentioned that when he contacts the property owner <br />he will be able to use as a negotiating tool, the fact that he has <br />to bring sewer and water in to this development right by the <br />property here, and this property owner will be accessible to it. <br />Mr. Eibensteiner noted that this development is still in the <br />preliminary stages, he still has to meet again with the City <br />Planner, John Miller and also the council. Marty Asleson offered to <br />be of help to Mr. Eibensteiner. As this development is still in the <br />preliminary stages, no motion or recommendation is necessary at <br />3 <br />
