PARR BOARD MINUTES <br />OCTOBER 7, 1991 <br />appraised value. Don commented that the whole idea of a Park <br />Dedication Fee is to have the developer give up land or dollars, <br />and these should be equal in value. <br />George Lindy asked Don Volk to convey to the council the thoughts <br />of the Park Board, those being: the board would like to keep the <br />$10,000.00 minimum per acre as it reads in the proposed new park <br />dedication formula, to be reviewed annually as an accurate figure. <br />Also, he asked that Mr. Volk tell them the Park Board doesn't feel <br />it's something that will have to be changed every year, so it <br />doesn't have to become too much more complex. <br />Don Volk will put it on the agenda for a second reading on October <br />28, and if it is accepted, it could be an Ordinance by the end of <br />November. <br />Ken Johnson asked Don Volk to please convey that this will be a <br />yearly review, not a change, but on the same token, expect that it <br />could be changed. <br />George Lindy added that this would not be increasing the council's <br />^ work load, the review would be at staff and Park Board level, it <br />will only increase the council work load if the land value figure <br />is changed. <br />Don Volk will convey these messages to council. There was no <br />further discussion. <br />Trails - Wenzel Farms - Concerning Plan A-2 that was discussed at <br />the September Park Board meeting, this was the most acceptable to <br />the members of the Park Board. It would take advantage of the <br />existing right-of-ways and utility easements between lots 4 & 5 on <br />Rice Lake Court and go west on Ulmer Drive to Antelope and enter <br />Sunrise Park from the north. This would mean the easement between <br />lots 4 & 5 on Rice Lake Court would have to be legally changed from <br />a utility easement to a trail. Don Volk has talked with the <br />property owners here and they were quite receptive. Marty Asleson <br />reports that this street is currently under construction for sewer <br />and water and the City Attorney is in the process of purchasing the <br />easement from the property owners. The next step is to approach the <br />property owners with a purchase price. This property will be re- <br />appraised now. Don Volk noted that property is more valuable if it <br />were used as a park than it would be if it were used for <br />underground utilities. The council has to agree to a purchase <br />price. Don Volk says that there is the possibility of the council <br />not acting on this matter as the dollar amount will be the big <br />problem. There are fees involved with the appraisal process, etc. <br />4 <br />
