PARK BOARD MINUTES <br />SEPTEMBER 5, 1991 <br />Mr. Nissen asked "why not a trail through the park - north to <br />south?" to keep the kids from people's yards. Marty Asleson feels <br />that kids will use yards anyway. Bill Nissen feels that there is <br />too much traffic on Second Avenue, safety will be an issue. <br />George Lindy asked if there will be a stop sign north on Second <br />Avenue. Mr. Gray thought that probably the City would be <br />controlling the traffic with signs, etc. Marty Asleson suggested <br />that the ideal set-up would be to have one crossing if you were <br />going to come down next to Second Avenue. <br />Marty Asleson suggested the possibility of making the trails <br />narrower than 8 feet, but it could be a maintenance problem. Also, <br />how many neighbors would like a black top trail going in front of <br />their house? John Baumann suggested approaching the residents <br />using the term "sidewalk" rather than "trail". He said if he were <br />involved he probably wouldn't mind, if the City or the Park <br />Department paid for the maintenance. Marty cited Centerville, they <br />have a 5 foot bituminous walk way right on the street at the curb, <br />and they keep it plowed. <br />Marty Asleson said he would like to see the shortest route to the <br />park, he would prefer plan A-2 if the property owners say ok. He <br />stated that the Wenzel Farms development should be 30% populated by <br />next spring. <br />George Lindy noted that the homes on Ulmer are very close to the <br />road, and commented that he wouldn't want an 8 foot trail put in <br />front of his house if he lived there. Marty explained that Ulmer is <br />not a very busy street. <br />The general consensus of the Park Board is that they do not want a <br />trail on the street for walking, but a bike trail on the street is <br />all right. <br />John Baumann suggested that we get an opinion from the four <br />residents on Ulmer who would be affected and the other two <br />homeowners across the street. Perhaps we could suggest a privacy <br />fence or some special landscaping. <br />George Lindy asked if everyone was in agreement with plan A-2. <br />Candi Toffoli is concerned with the traffic on Second Avenue as <br />that street is more residential. Marty Asleson mentioned that he <br />has talked with everyone on Ulmer, and he feels that they wouldn't <br />want a trail in front of their yard. They are big houses. <br />Ken Johnson suggested that a concrete trailway rather than <br />bituminous would look better. Mr. Gray says the cost of concrete <br />3 <br />
