PARR BOARD MINUTES <br />SEPTEMBER 5, 1991 <br />walks could run some $40,000 to $50,000. for this project. <br />George Lindy asked Marty Asleson to talk to the homeowner on Rice <br />Lake Court about getting a trail access through her yard. If that's <br />not possible then the second choice would be to come south along <br />the lot edges of the Wenzel property and loop up to connect to <br />Rice Lake Court. Marty Asleson noted that the City Attorney says it <br />would be all right to put a bike trail on a utility easement, it <br />would just be a matter of changing the plat. <br />George Lindy commented that only 8 houses are involved and that <br />there is not much traffic, the main issue here is to gain access to <br />Sunrise Park and do it as economically and reasonably as possible. <br />"Basically, we are looking for ways for Wenzel Farms to access the <br />park". He made a recommendation that City Staff discuss the <br />trail/easement use with the two homeowners involved on Rice Lake <br />Lane/Court in order to gain access to Ulmer Drive, and also <br />suggested that all the park board members drive through the area <br />and familiarize themselves with it, and be ready to discuss it <br />further at the next park board meeting. <br />There was no further discussion on this issue. George Lindy thanked <br />Mr. Gray for his time and research. <br />WEAVER PROPERTY - Marty Asleson reported that there are some <br />legalities involved with Captain's Place, the proposed street that <br />could possibly be used in the trail system here. Marty reported <br />that the City Administrator suggested postponing any investigative <br />trail work until the property is re -zoned. He (Marty) would also <br />like to wait, for budget reasons. Marty Asleson has talked with <br />Paul Brandt, the neighborhood spokesperson for the people from the <br />Black Duck Drive area who want a park in their neighborhood. Marty <br />reports that Mr. Brandt seems satisfied that we keep him informed <br />of any progress on parks in this area. It looks as though there is <br />a strong possibility that we would have to use the volunteer labor <br />from the neighborhood in developing a park here. <br />LINO DAYS - Marty Asleson reported that Lino Days on August 18 <br />went off very well. There were recreation activities, volleyball, <br />etc. It was much better organized than last year. It took some time <br />and some cooperative efforts, but the park got ready. There are <br />already some suggested events for next years celebration that would <br />include a foot race, medallion hunt, etc. Marty thinks that next <br />years celebration could be a 2 day event. <br />The Parks and Recreation Department is currently preparing for <br />Sandburr Days coming up this week -end. <br />H <br />
