Alftk PARR BOARD MINUTES <br />SEPTEMBER 5, 1991 <br />PARK DEDICATION FORMULA - Marty Asleson referred to the new park <br />dedication formula that was sent to all board members in their <br />packet for their consideration.( A copy of the proposed new <br />dedication formula is attached to the back of these minutes) He <br />explained that the idea of the formula is to allow adequate park <br />space for the residents of the city. Marty noted that he patterned <br />this new formula after one just recently adopted by the City of <br />Vadnais Heights. In that, the matter of commercial and industrial <br />fees was addressed and was based on building "footprint" sizes. <br />This commercial/industrial formula differs from the one used for <br />residential developments. <br />Bill Nissen questioned the justification for requiring the <br />developer to pay $250.00 per motel/hotel unit. He feels that this <br />is a little stiff and may keep this type of development out of the <br />city. He also wanted to clarify the percentage ratio under "Density <br />in Units/Acre" it should have read 119 or more" rather than 1110 or <br />more". All the board members agreed with those observations. <br />Ken Johnson questioned the $10,000.00 per acre as minimum land cost <br />used in the residential part of the dedication formula. Marty <br />'�' Asleson reported that he investigated other nearby cities and this <br />is the average cost per acre in this area. <br />Bill Nissen also suggested that Section II. dealing with gradual <br />yearly increases until 1994 be dropped from the new ordinance all <br />together. <br />Candi Toffoli made a motion to recommend to the City Council the <br />acceptance of the newly written Park Dedication Formula with the <br />noted changes, those being: change the "Density in Units/Acre" <br />percentage ratio from 10 to 9, eliminating the $250.00 per <br />motel/hotel unit requirement (section C. under IV. for commercial <br />and industrial development) from the ordinance completely, and omit <br />II. that deals with the yearly increases. The motion was seconded <br />by John Baumann. Motion was carried unanimously. <br />George Lindy expressed appreciation on behalf of the park board for <br />the amount of time and work that Marty Asleson must have put into <br />researching and working on this new formula. "GOOD JOB, MARTY!" <br />PARKS AND RECREATION COMPREHENSIVE PLAN UPDATE - Ken Johnson <br />reported on the last committee meeting. The committee discussed the <br />current needs of the parks, were looking to other alternatives. <br />Marty Asleson reported that Jeff Schoenbauer from Brauer & <br />Associates has had to postpone some meetings because he (Mr. <br />Schoenbauer) has some other pressing matters at this time. The <br />-� Comprehensive Parks and Recreation Plan is running about a month <br />behind. Ken Johnson feels that it is well worth the wait as the <br />5 <br />
