Mr. Birch said he will <br />come back next month with a more comprehensive trail plan <br />with future use in mind. He explained that he was most <br />concerned at this point for getting a feeling from the park <br />board on how to pursue the matter. <br />OLD BUSINESS: <br />Lakecrest Park Land Purchase Update - Marty Asleson informed <br />the board that at the last council meeting City Staff was <br />asked to see if they could extend the First Right of <br />Purchase. He said that City Administrator, Randy Schumacher <br />has met with the realtors and they agreed to hold the <br />property until the Comprehensive Park Plan study, in order <br />to determine need. This could take about three months, <br />although the Comprehensive Plan Study will take longer than <br />t r onths,*j this particular issue could be taken care of in <br />that tim me. Ray Johnson says he would like the agreement <br />to state that Park Board would have first option on purchase <br />of the additional 7 acre parcel. Mr. Paul Brandt, still in <br />attendance, questioned how the council felt, stating that the <br />neighborhood wants to know if this is a priority, and what <br />can the neighbors do to facilitate the matter. Don Volk <br />stated that the price is being negotiated now, so things will <br />be ready to go right away if the Comp Plan says there is a <br />need. <br />Birch Park Land Purchase - Marty Asleson reported that the <br />purchase is going ahead. The Title appears to be clear. Mr. <br />Hawkins, the City Attorney is currently looking at a Trust <br />Agreement, and will prepare a Warranty Deed to the City. This <br />deal is getting close to a finish. <br />Wenzel Farms Update - Ray Johnson referred to the "special <br />meeting" called between the Park Board and the Design Review <br />Board on February 20th to discuss this matter. He noted that <br />this meeting was unnecessary because the purpose of the <br />meeting was to discuss the development and act on the park <br />matter so that it could be handled at the next Council <br />meeting to be held on February 25, and then at that <br />particular Council meeting , there were not enough members <br />for a quorum to be able to move on the matter any way. The <br />City Council tabled the matter until the next Council meeting <br />on March 111 1991. Ray informed the board that he had met <br />with Randy Schumacher earlier today to discuss the matter of <br />procedure for calling special meetings. From now on there <br />will be a special procedure followed when special meeting are <br />.-� called, and also the person responsible for calling the <br />PAGE 2 <br />
