Along the same lines, Ray <br />wants to be sure that when there are special meetings <br />referring to Park Board issues , those particular parts of <br />the minutes should be filed in the permanent park board <br />minutes. In reference to the Wenzel Farms property, Ray <br />referred to the special meeting where Candi Toffoli made a <br />motion to accept the approximate 7/10 acre as proposed park <br />land. John Baumann seconded the motion, and it was approved <br />unanimously. The remainder of the park dedication requirement <br />will be given in cash, about $60,000.00 as per Don Volk. Ken <br />Johnson asked if there shouldn't be a time set for completion <br />of this park land, and he's also concerned about the many <br />snowmobilers who use that area. Ray mentioned that the <br />concern with finishing the project in a particular time will <br />be dealt with in the developer's agreement. Don Volk <br />mentioned that there is a State Law dealing with <br />snowmobilers. Ray Johnson suggested that developers <br />personally attend all the city meetings concerning their <br />projects, rather than surveyors, engineers, etc. so that the <br />developer can get the information first hand. <br />School District Park Land Update - Don Volk informed the <br />board that there has been a simple one page agreement written <br />"IN up between School District 12 and the City of Lino Lakes. <br />This agreement has been sent to the City Attorney for review. <br />Ray Johnson expressed his wish to see the city and school <br />have a long and harmonious relationship, and thanked both Don <br />and Marty for proceeding with this project as they did. <br />Park Dedication Fee Increase - Ray Johnson referred to the <br />joint meeting the Park Board and the Design and Review Board <br />held on February 4, 1991. where it was determined that there <br />should be an increase in the amount of the park dedication <br />fee from $400.00 per dwelling unit to $600.00. Marty Asleson <br />pointed out that all communities are changing their fees to <br />keep up with costs, etc. Bill Nissen commented that as long <br />as there have been no multiple dwellings, or apartments to <br />this point we should just go with a flat $600.00 per <br />"living "unit until the time should come when we have to deal <br />with apartments and then treat that as an exception. After a <br />short discussion Bill Nissen made a motion to recommend to <br />City Council to revise the $400.00 per dwelling unit to <br />$600.00 per living unit. The motion was seconded by Ken <br />Johnson. There was no discussion. All were in favor. The <br />motion carried. <br />Comprehensive Park Plan Update - Marty Asleson explained to <br />the board that he is in the process of putting a committee <br />together. He would suggest a varied group to try to represent <br />all facets and interests , perhaps 3 people from the Park <br />Board, 2 from the Design Review Board, 1 from the Economic <br />Development Committee, 1 realtor, 1 member from the City <br />PAGE 3 <br />
