Council and several "lay people" and maybe 1 or 2 from youth
leagues. Marty says he will be gathering names and trying to
get people committed, he anticipates at least a couple of
meetings per month. Don Volk will put a list together for
Council approval to be presented at the next council
meeting. Don says the first step for the committee will be to
draft an outline including items they want to see in the plan
and include the dollar amounts.
Other Old Business - John Baumann wanted to remind the Board
about Arbor Day and Earth Day. Held at City Hall again this
year, this will be a 5 community event including Centerville,
Lino Lakes, Circle Pines, Lexington and Blaine to be held
around the end of April. Also there will be a ceremony at
school the week before. John asked for help from anyone who
might be available.
The current status of Inside Sports was discussed, and Ken
Johnson wanted to know where we are at with the Park
Dedication with them. Don Volk explained that there is not a
concept plan yet. He did note however, that it will be
written up in the developer's agreement that the City of Lino
Lakes will be given 15 hours a week for the use of the dome.
Don also noted that because this is a business, we have to
accept whatever times Inside Sports are willing to give us.
NEW BUSINESS•
Recreation Program Position - Marty Asleson informed the
board that the City will be advertising for a full time
professional person with a degree in Parks and Recreation.
Bill Nissen questioned whether a full time position is really
required, rather than part time. Marty explained that
recreation coordinating and planning requires a lot of time,
and that there is a definite need for a full time employee
now. Bill also questioned if this is a salaried position and
what regular hours would be. Will this Recreation Programmer
be available on the week -ends when various events are taking
place? Marty noted that the times the recreation coordinator
is available will coincide with the programs he has put into
place. Don Volk explained that the matter of salary was
handled during the Council budget process, and he was
directed by the Council to go with a full time employee. Don
informed the board that Marty Asleson was able to find a
temporary full-time person with all the necessary credentials
who will be starting this week. His name is Barry Bernstein,
he is a and is, inual Pd with the Nat i r+n=i '''h r Fq, y
r n
ations Minnesota Recreation and Parks-
rscTj 7a
Association, me r—other ,.,.tions. He will be starting
the recreation programming immediately and will work in this
position until we advertise and fill this permanent full-time
position. Ray Johnson directed staff to go to Council and
thank them for taking the initiative and going ahead with the
.
planning on the Recreation Program since the Joint Powers
PAGE 4
