factor in shaping the manner in which Lino Lakes <br />develops and grows in the future. <br />• Preservation of significant natural resources, lake and <br />river shoreline, drainageways, pond areas, and <br />wetlands as open space and important components of <br />the overall park system. Preserve the "water quality" <br />of the natural water systems. <br />• Encourage a compact urban form which emphasizes <br />an orderly and sequential growth pattern that is <br />capable of being efficiently and economically served <br />by public services and allows for open space to <br />remain for as long as possible. <br />Policy Statements <br />Park Land Dedication Policies shall be adopted by <br />the City which require each developer (of all land <br />use categories) to dedicate land or, at the discretion <br />of the City, an equivalent cash value contribution for <br />parks and recreational use (including trail corridors) <br />in accordance with the guidelines as set forth in the <br />Comprehensive Park Plan and Development Guide. <br />Dedication of lands for trail easements shall be done <br />with no loss of density to the owner/developer. <br />• Parks, natural/open spaces, and City recreational <br />areas/facilities shall be acquired (through park <br />dedication and direct purchase) and developed by <br />Lino Lakes in accordance with the Comprehensive <br />Park Plan and Development Guide for the purpose <br />of shaping future community development and <br />establishing an image of balance between <br />"urbanization and nature". <br />Acquisition (through park dedication and direct <br />purchase) of specific parcels of land (in both <br />developed and undeveloped/rural areas) for park <br />uses shall be based on the natural resource qualities <br />of the land and its suitability for the desired outdoor <br />recreation activities (in accordance with the <br />Comprehensive Park Plan and Development Guide). <br />"Left over" or undesirable land parcels with limited <br />natural resource qualities shall be considered <br />unacceptable. <br />• Scenic and trail easements shall be established <br />and/or acquired (through park dedication and direct <br />purchase) along existing lakes, rivers, drainageways, <br />ponds, and wetlands and to provide access to park <br />sites in accordance with the Comprehensive Park <br />Plan and Development Guide. <br />• The trail system shall be developed in a manner <br />which minimizes conflicts between pedestrians and <br />motor vehicles. <br />• Trail types, development standards, and location shall <br />be in accordance with the Comprehensive Park Plan <br />and Development Guide.
