snowmobiling, and horseback riding. <br />• Park System Development Standards as defined in <br />the Comprehensive Park Plan and Development <br />Guide and based on the principle of providing and <br />maintaining quality public park areas and facilities <br />shall be used as the basis for developing future parks, <br />natural/open spaces, and recreational facilities. <br />• Standards for wetlands and shoreland management <br />which are consistent with accepted statewide <br />standards (i.e., Minnesota Department of Natural <br />Resources) and the Lino Lakes Comprehensive Plan <br />shall be adopted and implemented. <br />A reasonable and on -going effort shall be made to <br />eliminate all physical barriers which deter special <br />populations (handicapped, elderly, etc.) from using <br />xie •sting parks and recreational facilities. Future park <br />development projects shall take into consideration <br />and make a reasonable effort to provide for the <br />needs of special populations. Barrier -free design <br />principles shall be utilized wherever practical. <br />• Maintenance procedures which are consistent with <br />generally accepted maintenance practices shall be <br />clearly defined, documented, and adopted by the <br />Parks & Recreation Department and carried out by <br />the appropriate City staff. Maintenance of all parks <br />and recreational facilities shall be undertaken in a <br />manner which emphasizes high quality and safety and <br />be accomplished is as cost effective manner as <br />possible. <br />• Screening, landscaping, and tree replacement policies <br />and ordinances shall be adopted by the City which <br />require all developers/developments to include <br />landscaping as part of their development plans. <br />A planting program using appropriate plant materials <br />shall be developed and implemented (in phases to <br />coincide with available funding) in all parks and <br />natural/open space areas where trees and vegetation <br />are lacking. A nursery and a reforestation program <br />shall also be established for the purposes of <br />enhancing the overall appeal and definition of the <br />park system. <br />• The local school districts and churches shall be <br />encouraged to participate in the planting program in <br />a manner which is consistent with the City program. <br />• Water quality policies and ordinances shall be <br />developed to protect the quality of surface and <br />ground water. A clearly defined water quality <br />management plan shall be developed and <br />implemented by the City. <br />• Property owners shall be encouraged to preserve the <br />natural character of their respective properties. <br />Information which helps owners determine what they <br />can do to enhance their property (such as planting <br />tips/guidelines, etc.) shall be made available through <br />City of Lino Lakes 6 June 1990 <br />
