/'\ <br />The large lots measuring between one and five acres have been <br />voracious users of scarce buildable land. They have cost the <br />city future tax base (by using extraordinary amounts of land) <br />and have cost the city relatively large amounts for city <br />services. <br />GOAL 7: To create no additional unsewered lots with an <br />area less than ten acres. <br />Commercial and Industrial Land Uses: -The city presently has <br />only limited commercial and industrial development. This <br />results in: 1) few local job opportunities, 2) longer <br />shopping trips, and 3) high residential property taxes. To <br />rectify this situation Lino Lakes has created the Economic <br />Development Committee. <br />GOAL 8: To actively pursue commercial development <br />adjacent to the city's two diamond interchanges. <br />GOAL 9: To reserve adequate amounts of commercial and <br />industrial land for both present and future development. <br />GOAL 10: To permit only quality, well planned, and well <br />designed development within the commercial and <br />industrial areas. <br />The city has the vestiges of a commercial strip adjacent to <br />Lake Drive. The strip also has some industrial land uses. <br />GOAL 11: To redevelop the Lake Drive commercial <br />and industrial area from I-35W to the city's north <br />corporate line. <br />PLAN RECOMMENDATIONS <br />A very common weakness of land use plans is generality. The <br />text becomes so vague that even after reviewing a plan the <br />reader is left with little idea about what real victims have <br />been prescribed. For example, it's common to find goals or <br />policies that read something like "save the environment" or <br />"protect the environment". What does this mean? Obviously <br />it could mean any of a hundred things. <br />Actually Lino Lakes has been guilty of this in the past - not <br />to worry though, the city is in Vood company. In its current <br />plan amendment the first policy is: <br />"Future community development shall take into account <br />social, economic, and environmental opportunities and <br />constrains in an effort to provide an optional <br />arrangement of future land use activities." <br />With this plan amendment the city of Lino Lakes wishes to <br />adopt a plan that lists specific policies and recommendations <br />Page 18 <br />
