Following are the eleven goals presented <br />earlier in the plan as well as policies guiding city actions <br />on overall development strategy. In fact, the policies might <br />very well be called strategies. Most important however are <br />the "recommendations." These are the actual )obs or work <br />tasks that must be completed to bring about implementation of <br />this plan. <br />Goal°1."To protect and maintain environmental- amenities -in <br />residential areas. <br />Policy 1A. The city should consider Planned Unit Development <br />housing requests (that do not exceed current residential <br />densities) designed to save exceptional natural features. <br />Recommendation No. 1. Create an overlay PUD district <br />for residential development. <br />Recommendation No. 2. Continue to protect wetlands and <br />other water recharge areas in accordance with U.S. Army <br />Corps of Engineers, Department of Natural Resources, and <br />watershed district rules and regulations. <br />Recommendation No. 3. Require a tree protection plan in <br />1,••111 all residential developments in accordance with the <br />recommendations of the city forester. <br />Recommendation No. 4. Use existing wetlands for storm <br />water retention. If on -site ponding is the only <br />feasible alternative the pond should appear natural and <br />be landscaped accordingly. <br />Recommendation No. 5. Amend the city's subdivision <br />ordinance to require planting of at least one boulevard <br />tree for each new residential lot. The trees should <br />come from a list of species provided by the city <br />forester. <br />Policy 2A. The city should protect areas adjacent to new <br />developments from environmental degradation. <br />Recommendation No. 6. Require silt fences and other <br />materials and practices to reduce erosion. <br />Recommendation No. 7. In the limited areas of the city <br />where there is no tree cover and where substantial earth <br />work is required, the land should be seeded to rye grass <br />following grading. This should be required in <br />developer's agreements. <br />Recommendation No. 8. The city should accept no <br />environmentally sensitive areas as park land. Only <br />areas with limited plant and animal carrying capacity <br />should be developed as active play areas. <br />Page 19 <br />
