Existing and planned residential areas should be <br />protected from noise, unsightliness, traffic, and air <br />pollution generated by commercial and industrial areas. <br />Recommendation No. 9. Site plans for commercial and <br />industrial developments adjacent to residential <br />neighborhoods are to be approved only if berming and <br />planting of deciduous plant material provides a 90 per <br />cent opaque screen. <br />Recommendation No. 10. All commercial and industrial <br />site plans must include provisions that: 1) all <br />exterior lighting be hooded, 2) all trash containers be <br />fenced, 3) green areas be irrigated, 4) parking lots <br />have green islands and are bermed, 5) outside storage be <br />at a minimum. <br />Recommendation No. 11. No commercial or industrial <br />development should be permitted that is not served by an <br />arterial or collector street. <br />Goal 2. To have quality housing developments able to maintain <br />long term residential property value. <br />/, Policy 2A. Provide access to the city's natural areas, active <br />play areas, and other neighborhoods. <br />Recommendation No. 12. Require extension of the city's <br />trail system in all new residential developments. <br />Recommendation No. 13. Revise the city's park plan to <br />show locations of future city parks and revise methods <br />of acquiring and developing the parks. <br />Recommendation No. 14. Trail surfacing and some park <br />development should be completed early in any <br />subdivisions development. <br />Recommendation No. 15. With trail and park development <br />connectivity should be mandatory. A north -south <br />connection across Birch Street and I-35W should be <br />developed. In addition an east -west connection in the <br />area of T.H. 49 should be a priority item. <br />Policy 2B. The appearance and liveability of older housing <br />units should be maintained. <br />Recommendation No. 16. Adopt a housing maintenance code. <br />Recommendation No. 17.
