ka Policy 3A. Existing and planned residential areas should be protected from noise, unsightliness, traffic, and air pollution generated by commercial and industrial areas. Recommendation No. 9. Site plans for commercial and industrial developments adjacent to residential neighborhoods are to be approved only if berming and planting of deciduous plant material provides a 90 per cent opaque screen. Recommendation No. 10. All commercial and industrial site plans must include provisions that: 1) all exterior lighting be hooded, 2) all trash containers be fenced, 3) green areas be irrigated, 4) parking lots have green islands and are bermed, 5) outside storage be at a minimum. Recommendation No. 11. No commercial or industrial development should be permitted that is not served by an arterial or collector street. Goal 2. To have quality housing developments able to maintain long term residential property value. /, Policy 2A. Provide access to the city's natural areas, active play areas, and other neighborhoods. Recommendation No. 12. Require extension of the city's trail system in all new residential developments. Recommendation No. 13. Revise the city's park plan to show locations of future city parks and revise methods of acquiring and developing the parks. Recommendation No. 14. Trail surfacing and some park development should be completed early in any subdivisions development. Recommendation No. 15. With trail and park development connectivity should be mandatory. A north -south connection across Birch Street and I-35W should be developed. In addition an east -west connection in the area of T.H. 49 should be a priority item. Policy 2B. The appearance and liveability of older housing units should be maintained. Recommendation No. 16. Adopt a housing maintenance code. Recommendation No. 17.
