4

The general intent of any trash enclosure requirement is to screen dumpsters, recyclable
materials, and necessary handling equipment from public view. The generator, trash
compactor, and dumpsters are located at the bottom of the parking garage entry and loading
dock approximately 7 ft below grade. Decorative fencing, coniferous trees, landscaping and
senior living building will provide additional screening.

The Master Plan specifically references “commercial buildings” with the intent to conserve
land and maximize outdoor seating. The commercial buildings for the development are located
near the intersection of CSAH 49 and CR J. The senior living building is a residential,
independent living and care facility and would not be subject to this commercial building
requirement.

The remainder of this is staff report is an update to the June 10, 2020 Planning & Zoning Board
report and incorporates applicable revisions.

BACKGROUND

This staff report provides a comparison of the approved PUD Development Stage
Plan/Preliminary Plat and the PUD Final Plan/Final Plat. Changes in the plans are either
narratively described or shown as strikethrough (deletions) or underline (additions). Overall,
the PUD Final Plan/Final Plat is consistent with the PUD Development Stage Plan/Preliminary
Plat.

General Site Plan Overview

Lyngblomsten is proposing a 3 4 phased approach to redevelopment of 6 7 parcels totaling 20
acres located in the northwest quadrant of CSAH49 (Hodgson Road) and CR J (Ash Street).

• Phase 1 is the senior living community consisting of the following housing options:

Development
Stage Plan
(April 2019)
Final Plan
(July 2021) Difference
Use # Units # Units # Units
Cottage Homes 20 20 0
Senior Living Campus
• Independent Living 100 96 -4
• Assisted-Living 50 35 -15
• Skilled Care 48 56 +8
• Memory Care 0 16 +16
TOTAL 218 223 +5

The market rate cottage homes are 1,400 sf 1,480 sf single level homes with 2 bedrooms and an
attached 21’ x 21’ 20’ 10” x 20’ 10” garage.
