North Lot Line (side) = 1 Oft <br />Site Plan <br />The site plan shows 2 separate buildings on the one (1) lot. A 4,000 sf car wash is on the <br />south side and a 1,400 sf oil change building is on the north side. The car wash includes <br />15 vacuum cleaner bays and multiple drive aisles. The oil change building includes 3 oil <br />change bays and parking stalls. Trash enclosures are shown being accessed directly from <br />Market Place Drive. <br />Conditional use permits are required for both Automobile and Truck Repair (oil change <br />building) and Commercial Car Wash. <br />Staff Comments: <br />1. The site and building plan shall meet the performance standards of the City <br />zoning ordinance and the Lino Lakes Marketplace PDO Design Guidelines. <br />2. The site and building plan shall meet the performance standards of the GB, <br />General Business Conditional Use Permit requirements. <br />3. The car wash building does not meet the minimum 30 ft setback requirements <br />from Market Place Drive. <br />4. The car wash exit is also too close to the Market Place Drive in regards to <br />tracking water and icing on the road. <br />5. The trash enclosure cannot be accessed directly from Market Place Drive. <br />6. The number of driveway access points onto Market Place Drive shall be limited to <br />two (2) or possibly three (3). <br />7. Driveways onto Market Place Drive shall be a minimum of 40 ft apart and 5 ft <br />from side lot lines. <br />8. Attention shall be made to ensure vehicle stacking is adequate for both the car <br />wash and oil change facilities. <br />9. An emergency exit/driveway should be considered for the car wash. <br />Architectural Plans and Exterior Building Materials <br />Car Wash <br />The proposed exterior materials consist of black and gray CMU, limestone metal panels <br />and decorative blue accent. There are only a few windows shown on the elevations. <br />The existing building height is 22'-4" to the top of the parapet wall and 30' 11" to the top <br />of the branding tower.
