COUNCIL MINUTES <br />DRAFT <br /> <br />2 <br />E) Approval of 3rd Quarter 2021 Financial Report Approved 42 <br />F) Consider Approval of Resolution No. 21-127, Authorizing the 43 <br />Certification of Delinquent Water and Sewer Utility Charges 44 <br />for Collection with 2021 Property Taxes Payable in 2022 Approved 45 <br />FINANCE DEPARTMENT REPORT 46 <br />There was no report from the Finance Department. 47 <br />ADMINISTRATION DEPARTMENT REPORT 48 <br />There was no report from the Administration Department. 49 <br />PUBLIC SAFETY DEPARTMENT REPORT 50 <br />There was no report from the Public Safety Department. 51 <br />PUBLIC SERVICES DEPARTMENT REPORT 52 <br />5A) Consider Approval of Resolution No. 21-126, Authorizing Preparation of Plans and 53 <br />Specifications for Water Tower #2 Reconditioning Project – Public Services Director DeGardner 54 <br />reviewed the written report that outlines the need, type of work, possible costs and the staff 55 <br />recommendation to engage WSB & Associates to prepare the necessary plans and specifications for 56 <br />this project. 57 <br />Mayor Rafferty noted that this will be a sizable job (the reconditioning project) and he is supportive 58 <br />of preparing properly. 59 <br />Councilmember Ruhland moved to approve Resolution No. 21-126 as presented. Councilmember 60 <br />Cavegn seconded the motion. Motion carried on a voice vote. 61 <br />COMMUNITY DEVELOPMENT REPORT 62 <br />6A) Consider Approval of Resolution 21-106, Approving Anoka County Agreement for 63 <br />Residential Recycling – Environmental Coordinator Nelson reviewed his written report requesting 64 <br />authorization to execute this agreement. He reviewed the types of services provided to residents of the 65 <br />City through these funds. 66 <br />Councilmember Ruhland asked how the funds are apportioned by the county. Mr. Nelson said there 67 <br />are categories (services as well as population) that make up the grant formula. 68 <br />Councilmember Lyden said he is a frequent user of Recycle Saturday and he is thankful for the 69 <br />assistance he receives from staff at that event. 70 <br />Councilmember Cavegn moved to approve Resolution No. 21-106 as presented. Councilmember 71 <br />Lyden seconded the motion. Motion carried on a voice vote. 72 <br />6B) Consider Approval of Resolution No. 21-125, Adopting Assessments, Watermark 73 <br />Surface Water Management Fee – City Engineer Hankee explained that the assessments relate to 74 <br />the fees owed by Watermark as laid out in their development agreement. A portion of the fees have 75 <br />been collected and this assessment represents the remainder due. The developer is aware of this 76 <br />action. 77
