COUNCIL MINUTES <br /> APPROVED <br /> 42 E) Approval of Yd Quarter 2021 Financial Report Approved <br /> 43 F) Consider Approval of Resolution No. 21-127, Authorizing the <br /> 44 Certification of Delinquent Water and Sewer Utility Charges <br /> 45 for Collection with 2021 Property Taxes Payable in 2022 Approved <br /> 46 FINANCE DEPARTMENT REPORT <br /> 47 There was no report from the Finance Department. <br /> 48 ADMINISTRATION DEPARTMENT REPORT <br /> 49 There was no report from the Administration Department. <br /> 50 PUBLIC SAFETY DEPARTMENT REPORT <br /> 51 There was no report from the Public Safety Department. <br /> 52 PUBLIC SERVICES DEPARTMENT REPORT <br /> 53 5A) Consider Approval of Resolution No. 21-126,Authorizing Preparation of Plans and <br /> 54 Specifications for Water Tower#2 Reconditioning Project—Public Services Director DeGardner <br /> 55 reviewed the written report that outlines the need, type of work,possible costs and the staff <br /> 56 recommendation to engage WSB &Associates to prepare the necessary plans and specifications for <br /> 57 this project. <br /> 58 Mayor Rafferty noted that this will be a sizable job (the reconditioning project) and he is supportive <br /> 59 of preparing properly. <br /> 60 Councilmember Ruhland moved to approve Resolution No. 21-126 as presented. Councilmember <br /> 61 Cavegn seconded the motion. Motion carried on a voice vote. <br /> 62 COMMUNITY DEVELOPMENT REPORT <br /> 63 6A) Consider Approval of Resolution 21-106,Approving Anoka County Agreement for <br /> 64 Residential Recycling—Environmental Coordinator Nelson reviewed his written report requesting <br /> 65 authorization to execute this agreement. He reviewed the types of services provided to residents of the <br /> 66 City through these funds. <br /> 67 Councilmember Ruhland asked how the funds are apportioned by the county. Mr.Nelson said there <br /> 68 are categories (services as well as population)that make up the grant formula. <br /> 69 Councilmember Lyden said he is a frequent user of Recycle Saturday and he is thankful for the <br /> 70 assistance he receives from staff at that event. <br /> 71 Councilmember Cavegn moved to approve Resolution No. 21-106 as presented. Councilmember <br /> 72 Lyden seconded the motion. Motion carried on a voice vote. <br /> 73 6B) Consider Approval of Resolution No. 21-125,Adopting Assessments,Watermark <br /> 74 Surface Water Management Fee—City Engineer Hankee explained that the assessments relate to <br /> 75 the fees owed by Watermark as laid out in their development agreement. A portion of the fees have <br /> 76 been collected and this assessment represents the remainder due. The developer is aware of this <br /> 77 action. <br /> 2 <br />
