1 <br /> <br />WS – #3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br />Date: March 2, 2020 <br /> <br />To: City Council <br /> <br />From: Katie Larsen <br /> <br />Re: Concept Plan Review for 87 Lilac Street <br /> <br />BACKGROUND <br /> <br />Staff is requesting Council input regarding the proposed Concept Plan for 87 Lilac Street. <br /> <br />The applicant, Bonfe Builders, submitted a land use application for Concept Plan <br />Review. The proposed development is a 4 lot residential subdivision of a 1.62 acre parcel <br />located at 87 Lilac Street. The property owners are Lyndal and Sally Nelson. <br /> <br />Due to the potential need for multiple variances and easement vacation, the applicant has <br />submitted a concept plan. This will give staff, Boards and Council to offer comments on <br />the proposal prior to incurring costs of submitting a full preliminary plat application. <br /> <br />This staff report is based on the following information: <br /> <br /> Concept Plan for Bonfe Builders prepared by EG Rud & Sons, Inc. dated January <br />10, 2020 <br /> Soil Map from the Natural Resources Conservation Service received on January <br />16, 2020 <br /> <br />An executive summary of this staff report and future land use applications can be found <br />at the end of this report. <br /> <br />ANALYSIS <br /> <br />Existing Site Conditions <br /> <br />Per the Concept Plan, the 1.62 acre site contains one (1) single family house with <br />attached garage on the south end of the property and a detached accessory structure. The <br />property is sparsely wooded with grassy yard area and tillable garden. The existing house <br />is served by private well and septic system. Municipal utilities are located along <br />Mustang Lane and four (4) services are stubbed to the site. <br /> <br />The parcel was platted as Lot 12, Block 2, Sunset Oaks in 1977. A large “Ponding” area <br />is dedicated on the plat over a portion of the subject site. <br />
