CITY COUNCIL WORK SESSION <br />DRAFT <br /> 3 <br />2021. The annual cost of overhead for operating the JPA is estimated at an additional 88 <br />$175,000, which represents a five percent increase for each member. 89 <br /> 90 <br />Council requested that staff prepare alternative options for consideration, in addition to 91 <br />the creation of a Joint Powers Entity for Metro-iNet. 92 <br /> 93 <br />6. Trunk Utility Fees - A concern was previously expressed by council that the fees 94 <br />charged may be a deterrent to economic development. 95 <br /> 96 <br />Community Development Director Michael Grochala reviewed a comparison of the 97 <br />City’s Trunk Utility fees with those charged by neighboring cities. Fees vary by 98 <br />community in both amount and method. It should be noted that our fees are based on the 99 <br />estimated costs of developing our trunk utility system. 100 <br /> 101 <br />In 2016, the City Council initiated a Connection Fee Study to evaluate the current fee 102 <br />structure and to minimize impacts to the end user, specifically when changing use. The 103 <br />fee structure was modified into two components, a trunk fee and an availability charge. 104 <br />The trunk fee is collected at the time of development. The study resulted in a total fee 105 <br />reduction of $707 per unit. 106 <br /> 107 <br />7. Schedule Advisory Board Candidate Interviews - The Council tabled this item 108 <br />to the March 23rd Work Session. 109 <br /> 110 <br />8. Ambulance Service PSA - Public Safety Director John Swenson provided an 111 <br />update on ambulance services in Lino Lakes. Staff continues to work on ensuring that 112 <br />ambulance services in Lino Lakes are provided at a high level after the June 1, 2020 113 <br />ambulance service transition. 114 <br /> 115 <br />The EMSRB continues to work on determining whether the change in ambulance services 116 <br />in our Primary Service Area (PSA) will go through the change of ownership process as 117 <br />outlined in MN 144E.11 or a change of name process as outlined in the same statute. 118 <br /> 119 <br />The City of Lino Lakes is covered by a “PSA overlap”. This means that when the PSA 120 <br />maps were created two ambulance providers (MHealth Fairview and Allina) own a PSA 121 <br />that covers our community. This has occurred in other areas of the state and when there is 122 <br />ambulance PSA overlap the local jurisdiction has the ability to choose between the 123 <br />ambulance providers that own the PSAs covering their community. 124 <br /> 125 <br />Staff hopes to have all of the information to make an informed recommendation to 126 <br />Council this spring prior to the June 1, 2020 transition. 127 <br /> 128 <br />9. Use of Force Simulator - Public Safety Director Swenson reviewed his staff 129 <br />report regarding the purchase of a Use of Force Training Simulator. 130 <br /> 131
