COUNCIL MINUTES <br />DRAFT <br />1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : March 9, 2020 4 <br />TIME STARTED : 6:30 p.m. 5 <br />TIME ENDED : 8:10 p.m. 6 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, Ruhland, Cavegn 7 <br /> and Mayor Rafferty 8 <br />MEMBERS ABSENT : 9 <br />Staff members present: City Administrator Jeff Karlson; Community Development Director 10 <br />Michael Grochala; City Engineer Diane Hankee; Director of Public Safety John Swenson; Utilities 11 <br />Supervisor Justin Williams; and City Clerk Julie Bartell 12 <br /> 13 <br />OATH OF OFFICE 14 <br /> 15 <br />Councilmember Cavegn took the Oath of Office. 16 <br /> 17 <br />PUBLIC COMMENT 18 <br /> 19 <br />Jamie Jensen, St. Clair Estates developer, asked for assistance in finalizing his accounts with the 20 <br />City. Mayor Rafferty indicated that Mr. Jensen has been instructed by the City to speak with the 21 <br />City Attorney on any issues. 22 <br /> 23 <br />Sierra Rasmussen, 640 Barbara Lane, read a statement requesting that the Council amend the City 24 <br />Code to allow for bees. Her statement included information supporting the need for bees and noting 25 <br />other cities that allow for the keeping of bees on residential property. 26 <br /> 27 <br />Terry O’Connell, 1000 Main Street, indicated that she received questions about parks from residents 28 <br />as she knocked doors for her campaign for City Council. She brought those questions to the Park 29 <br />Board and received some response and she’d like the council’s advice on sharing that information. 30 <br />Mayor Rafferty suggested that Ms. O’Connell email him directly on the questions. Councilmember 31 <br />Lyden noted that the council will soon be doing strategic planning and perhaps could review some 32 <br />of these questions then. Mayor Rafferty pledged to follow up with Ms. O’Connell. 33 <br />SETTING THE AGENDA 34 <br />The agenda was approved as presented. 35 <br />OATH OF POLICE SERVICE 36 <br />Mayor Rafferty gave the Oath of Police Service to Officer Matthew Carlson. 37 <br />CONSENT AGENDA 38 <br />Councilmember Stoesz moved to approve the Consent Agenda, Items 1A and 1D, as presented. 39 <br />Councilmember Lyden seconded the motion. Motion carried on a voice vote. 40
