CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br />STAFF ORIGINATOR: Michael Grochala <br /> <br />MEETING DATE: April 27, 2020 <br />TOPIC: Consider Resolution No. 20-40, Authorizing Regional Solicitation <br />Grant Application – Main Street Trail <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council approval to authorize the Regional Solicitation Grant <br />Application for the Main Street Trail. <br /> <br />BACKGROUND <br /> <br />The transportation and park components of both the City’s 2030 Comprehensive Plan and the <br />draft 2040 Comprehensive Plan include a proposed extension of the Central Anoka County <br />Regional Trail along Main Street (CSAH 14). The trail is proposed to ultimately extend from <br />our eastern border with the City of Hugo to the City of Ramsey on Anoka County’s western <br />border. Over 16 miles of the planned 26 miles have been constructed county wide. Portions of <br />the trail, within Lino Lakes, have been constructed over the past 15 years as part of County <br />Highway projects. The latest segment, completed in 2013, extended the trail over 35W from the <br />Chain of Lakes Regional Park. <br /> <br />Providing access to the Regional Park and expanding multi-use trail access to the City’s north <br />side continues to be a priority goal for the City. In 2016, the City partnered with Anoka County <br />to seek federal funding for the segment of trail between Lino Lakes Elementary and the 35W <br />overpass. While unsuccessful, the application was an important first step in programming the <br />future extension of the trail system. <br /> <br />Every two years, the Regional Solicitation distributes federal transportation funds to locally <br />initiated projects that meet regional transportation needs. The 2020 solicitation process is now <br />open and accepting applications through May 15, 2020. The City is again partnering with Anoka <br />County to submit an application for consideration under the Multiuse Trails and Bicycle <br />Facilities category. The estimated construction cost of the 1.7 mile trail segment is estimated at <br />$1,220,000. If successful, federal funding would cover 80% of the construction cost. The City <br />and County would split the $244,000 local share. City funding would be provided by both <br />Municipal State Aid and Park Dedication funds. <br />
