9 Mitigation Plan Update – 2020 January 31, 2020 <br /> <br />ITEM 19. SOIL AND GROUNDWATER CONTAMINATION <br /> <br />Item No. Mitigation Description Update <br />19.1 Require the removal of all tanks and associated underground piping in <br />accordance with applicable state and federal laws. <br />This mitigation measure is ongoing. <br />19.2 Require that any party that may discover residual petroleum <br />contamination shall follow state law and report the information to the <br />MPCA for further investigation and potential remediation. <br />This mitigation measure is ongoing. <br /> <br />ITEM 21. TRANSPORTATION <br /> <br />Item No. Mitigation Description Update <br />21.1 Create a monitoring program that closely evaluates traffic impacts from <br />proposed developments within the AUAR area. <br />Traffic Impact Studies are required for proposed <br />developments showing the impact on the <br />transportation system and consistency with the <br />AUAR. <br />21.2 Implement traffic mitigation measures as development occurs within the <br />AUAR area. Specific mitigation measures for the three development <br />scenarios are discussed in Item 21 and depicted on Figures 21-8, 21-9, <br />and 21-10. These mitigation measures improve overall traffic operations <br />for the respective development scenarios. The improvements are <br />intended to represent the minimum level of infrastructure investment that <br />would be needed to meet acceptable level of service standards. Additional <br />roadway and non-motorized improvements, beyond the minimum level, <br />may be identified to accommodate specific development needs that are <br />identified within the AUAR area. Primary improvements, regardless of land <br />use scenario, include: <br /> <br />21.2.1 Develop frontage road system in compliance with local, county, <br />and state access management guidelines to serve local and regional <br />traffic. <br /> <br />21.2.2 Work with appropriate road authorities to reconstruct and provide <br />additional capacity for CSAH 21. <br /> <br />CSAH 14 improvement was completed in 2009 and <br />noted in the 2010 AUAR Update <br /> <br />CSAH 54 (formerly CSAH 21) 20th Avenue North <br />intersection improvements were completed and <br />noted in the 2010 AUAR Update. <br /> <br />I-35E Interchange reconstruction was completed in <br />2011. This mitigation measure is complete.
