3 <br /> <br />• Wetland Permit Application prepared by Kjolhaug Environmental Services Company <br />Inc. dated December 23, 2019 <br />• Rare Plant Report prepared by Midwest Natural Resources dated December 12, 2019 <br />• Traffic Impact Study by Spack Consulting dated December 6, 2019 <br /> <br />ANALYSIS <br /> <br />Existing Site Conditions <br /> <br />The 30 acre site contains two (2) parcels currently addressed 6651 & 6677 20th Avenue and is <br />located north of CSAH 34 (Birch Street) and west of CSAH 54 (20th Avenue) across from <br />NorthPointe. The site consists of two (2) single family houses, accessory buildings, <br />agricultural hay fields, and wetlands. The house located at 6677 20th Avenue will be moved <br />onto a new lot and the house located at 6651 20th Avenue will remain in place. Accessory <br />buildings will also be relocated. The existing septic systems shall be removed and wells <br />capped. One NSP utility transmission overhead electric line runs north-south along the west <br />boundary line and another NSP utility transmission line bisects the site diagonally. Both lines <br />are covered by easements. Topography of the site generally slopes downward from the <br />southeast to the northwest at elevations ranging from 925 EL to 905 EL. Groundwater was <br />encountered at depths ranging from 4 to 19 feet. Topsoil was encountered at ½ to 1 foot. <br />Below the topsoil, soils consist of glacial outwash sands and native clayey glacial till and are <br />classified as hydrologic groups HSG D in the southern portion and HSG C in the north. <br /> <br />Land Use and Zoning <br /> <br />Current and Proposed Zoning <br /> <br />The property is currently zoned R, Rural and is guided for low density residential land use. Per <br />the zoning ordinance, land that is guided low density residential can be zoned R-1, Single <br />Family Residential, R-1X, Single Family Executive Residential or R-2, Two Family <br />Residential. <br /> <br />The property is proposed to be rezoned to R-1, Single Family Residential. The R-1 zoning <br />provides a natural transition from the current PUD, Planned Unit Development (R-2, Two- <br />Family) zoning in the NorthPointe development to the east and the future medium density land <br />use to the north in Lino Lakes and the northwest in the City of Centerville. <br /> <br />At the time of submittal, the 2040 Comprehensive Plan was under review by Met Council and <br />not formally adopted by the City Council.
