5 <br /> <br />A new trash enclosure is proposed to serve both the existing and new building. Construction <br />details provided on Sheet A4 indicate reddish brown and light beige rockface CMU to match <br />the existing and proposed building. The gate is corrugated galvanized steel. The enclosure is 7 <br />feet in height. The trash enclosure meets performance standards. <br /> <br />Mechanical equipment is located inside the building. <br /> <br />Open and Outdoor Storage <br /> <br />No open and outdoor storage is allowed without an approved conditional use permit for such <br />use. The existing materials that have been stored outside will now be stored inside the new <br />building. <br /> <br />Outdoor Lighting <br /> <br />A photometric plan was submitted showing foot candle compliance at the property lines. Light <br />fixtures on the both the building and 25ft high poles are down lit. <br /> <br />Off-Street Parking Requirements <br /> <br />The existing parking lot has163 parking stalls. The lot will be milled to full pavement <br />thickness. 167 new parking stalls are also being added bringing the total of off-street parking <br />stalls to 330 with 8 of them being ADA compliant. 105 stalls are required for an educational <br />campus such as LTC. Parking requirements are met. <br /> <br />A 20 ft wide bituminous driveway is proposed along the east and south side of the new building <br />and connecting to Victor Path, a public road in the City of Hugo. There is an existing driveway <br />with an Ingress and Egress Easement Per Doc. 1879078. There is one section of the driveway <br />that is 17 ft wide where the new driveway in Lino Lakes connects with the existing driveway in <br />Hugo. The Lino Lakes Fire Chief reviewed and approved the width. <br /> <br />Elmcrest Avenue Street Vacation <br /> <br />In September 2000 per Ordinance No. 13-00, the City vacated the Elmcrest Avenue 33 foot <br />wide right-of-way immediately adjacent to the City’s corporate limits from 400 feet south of <br />CSAH 14 (Main Street) to Cedar Street within the City of Lino Lakes and retained a permanent <br />easement for drainage and utility purposes over said vacated right-of-way. This vacation was <br />related to the Victor Gardens development in the City of Hugo. Per the September 11, 2000 <br />Council staff report, the vacated portion started 400 feet south of Main Street in order to <br />preserve the east driveway into the Laborer’s Training Center site. In 2003, an Ingress and <br />Egress Easement Agreement between LTC and Rottland Company (aka Victor Gardens) was <br />recorded that established a permanent 30 foot wide easement. <br /> <br />With the proposed campus expansion and building construction, LTC is requesting 239 feet of <br />the remaining right-of-way be vacated. The right-of-way is not needed since an Ingress and <br />Egress Easement Agreement has been recorded. The vacation will also establish the required <br />75 foot building setback from the easterly property line vs. the road right-of-way line. <br />
