6 <br /> <br />The road-of-way vacation will be presented to the City Council by the City Engineer as a <br />separate staff report and action item. <br /> <br />Grading Plan and Stormwater Management <br /> <br />Per the Stormwater Management Plan prepared by Barr Engineering dated May 2020, two (2) <br />stormwater ponds will provide rate control and water quality treatment for the site. Currently, <br />per Figure 1, Existing Drainage Plan, there are 3 existing stormwater ponds and wetlands on <br />site. Based on the high water table and soils with low permeability, infiltration is not possible <br />on this site. The applicant has submitted an application to RCWD for review and approval. <br /> <br />A separate public drainage and utility easement extending 10 feet from the high water level <br />(HWL) shall be recorded over the stormwater ponds. <br /> <br />Public Utilities <br /> <br />The existing building is served by an 8” municipal watermain and an 8” municipal sanitary <br />sewer located along CSAH 14 (Main Street). The new building will be connected to the <br />municipal services as well. The watermain will extend along the south and east side of the <br />building to provide fire protection. <br /> <br />Tree Preservation and Mitigation Standards <br /> <br />The Environmental Coordinator and Environmental Board reviewed the tree preservation and <br />landscaping plans. Per the May 27, 2020 Environmental Board staff report: <br /> <br />The purpose of these standards is to protect valuable trees and stands of vegetation while not <br />interfering with landowners’ reasonable use and development of property. The goal is to <br />minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed <br />trees in areas where tree cover is most critical. <br /> <br />There are 124 trees slated for removal. 112 new trees are proposed. Clarification will have to <br />be provided on numbers of trees in basic use areas, which will not require mitigation, and trees <br />that will have to be mitigated for. <br /> <br />Open Areas Landscape Standards <br /> <br />The purpose of these standards is to provide general site beautification and high aesthetic <br />quality with a mix of plant materials in open areas. Open area landscape standards call for 1 <br />large tree and 3 large shrubs per 2000 sq.ft. <br /> <br />There is 70,293 sq. ft. of open space that requires 36 large trees and 106 large shrubs. <br />102 large trees, 11 medium trees, 61 large shrubs, and 68 medium shrubs have been provided. <br />Open areas landscape standards have been met. <br /> <br /> <br /> <br />
