7 <br /> <br />Buffer and Screen Standards <br /> <br />The purpose of this requirement is to separate and buffer different land use types, screen roads <br />and parking, and screen utility and loading areas. Continuous, year-round planting screens <br />require at the minimum a double row of plants with triangulated spacing. Buffer and screen <br />standards are not currently met, as the double row of triangulated plants is not continuous. <br /> <br />Canopy Cover <br /> <br />Canopy cover standards call for a minimum of 40% canopy coverage. Canopy coverage values <br />are calculated per tree based on the anticipated size 15 years after planting, and the distance to <br />hardscape edge from the planting location. <br /> <br />Per the landscape plans, 33,322 sq. ft. of canopy cover is required and 38,650 sq. ft. is <br />provided. Canopy cover requirements have been met. <br /> <br />Foundation Landscaping <br /> <br />The purpose of these standards is to soften and enhance building architecture, define access <br />points, add color and seasonal interest, and to blend buildings in with the natural environment. <br />Per ordinance, 2 large trees and 6 large shrubs are required per 100 linear feet of building. <br />These plants should be within 30 feet of the building. <br /> <br />For 440 linear feet of foundation, 9 large trees and 27 large shrubs are required for the north <br />and east building faces. Nine (9) large trees, 3 large shrubs, and 50 medium shrubs have been <br />provided. Foundation Landscape requirements have been met. <br />Sod and Ground Cover Standards <br /> <br />All areas not otherwise improved in accordance with the approved site plans shall have a <br />minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be <br />provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or <br />wetlands. <br /> <br />The applicant is proposing to provide 6 inches of topsoil and MnDOT seed mix 25-131 in place <br />of sod over 53,973 sq. ft. This mix is low maintenance turf grass which is salt, shade, and <br />drought tolerant and requires less frequent mowing and less fertilization than conventional turf <br />grass. <br /> <br />Areas around stormwater ponds totaling 16,320 sq. ft. will be seeded with MnDOT 33-261, <br />Stormwater South and West, which is a native mix of grasses, forbs, sedges, and rushes for <br />stormwater pond edges. <br /> <br />Signage <br /> <br />A Sign Permit Application and sign plans shall be submitted for any wall or ground mount <br />signage. <br /> <br />
