8 <br /> <br />Impervious Surface Coverage <br /> <br />The LI, Light Industrial zoning district allows for 75% impervious surface coverage. The <br />proposed impervious surface is 5.62 acres or 30.2% which meets ordinance requirements. <br /> <br />Impervious Surface Coverage <br />Total Parcel Size 18.6 acres <br />Existing Impervious 3.59 acres (19.3%) <br />Proposed Impervious 5.62 acres (30.2%) <br />Traffic Study <br /> <br />A traffic study is not required. CSAH 14 (Main Street) is an A-Minor Arterial Connector Road <br />and is capable of handling the additional traffic volume proposed by the expansion. The <br />easterly driveway to Victor Path is an access road currently used for delivery trucks <br />approximately once a week. The driveway also provides for emergency access if necessary. <br />LTC anticipates approximately 200 people taking classes each day, with the majority of classed <br />being held in the evening. LTC does host 3 special events throughout the year and receives <br />traffic assistance from the Lino Lakes Police Department. Students and staff will enter and <br />leave the site via Main Street. <br /> <br />Public Land Dedication <br /> <br />Park land dedication and/or fees are not required. This is an existing lot of record and not <br />being subdivided. <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR <br />was updated in May 2020. The AUAR identified this site as industrial in all 3 land use <br />scenarios. The LTC campus expansion project is consistent with industrial development. No <br />further environmental assessment is required. <br /> <br />Wetlands <br /> <br />A Wetland Delineation Report was prepared by Barr Engineering dated August 14, 2019. A <br />WCA Notice of Decision for the wetland delineation was issued by RCWD on October 8, <br />2019. Three (3) wetlands were delineated within the site totaling 7.52 acres. The majority of <br />the wetlands are located in the northeast corner of the site and the southern half of the site. <br />Five (5) other areas on site have wetland characteristics, but were known to have been created <br />during the 1998 and 1999 permitting and approvals process for a building expansion project. A <br />joint application has been submitted to RCWD and USACE to request approval of these areas <br />as incidental wetlands and not regulated under Mn WCA. The only wetland impacts proposed <br />are within the incidental wetlands and therefore, no mitigation is required. <br />
