<br />comparison. <br /> <br />The May 17, 2018 revised Traffic Study addressed a portion of this comment: on page <br />5 for the planning level screening analysis b y including the 2015 no-build analysis. <br />Howe ver, an interim year was not considered to address when improvements with a two <br />lane facility may be need prior to the 4 lane facility being constructed. In addition, <br />the Intersection Anal ysis on page 7 and 8 did not include the 2015 no-build or interim <br />year analysis. <br /> <br />Following discussions with the developers engineer an updated revised Traffic Study <br />dated June 4, 2018 was prepared to address the remaining portion of the comment. The <br />Stud y now includes the analysis of the interim 2021 conditions with the proposed <br />development with existing geometric conditions. <br /> <br />Noted per comment above. <br /> <br />2.Projected traffic from any future phases of development (extension of Street B, Street <br />C, and Lino Lakes Elementary) that would use Street A to access Main Street (CSAH <br />14) should be included in the analysis. See revised memo from Spack. <br />3.It is anticipated that Street A would require designated turn lanes at Main Street. <br />The Study should evaluate the intersection of the new Site Ac cess Street (Street A) <br />and Main Street (CSAH 14) for both safety and operations. It is anticipated that <br />Anoka Count y Highwa y Department will require right and left turn lanes on CSAH <br />14 (Main Street). The turn lane construction shall be add throughout the preliminary <br />plat documents. <br />Turn lanes denoted throughout the plans. The curb should extend from the <br />east into the development? Looking at street plans and turn lane plans there <br />would be a gap in the curb. Applicant to detail how the curb will drain and the <br />ditch for the turn lanes. Generally, how is the drainage from the turn lanes <br />being accommodated? <br />Plans have been revised and submitted to the county – Per discussion with the <br />county, drainage across the intersection is ok. A 20-scale blow-up of the <br />intersection with regards to drainage can be found on sheet T2. Curb to wrap into <br />the site on the east side of the entrance and be removed on the west to match <br />existing drainage patterns. <br />4. Upgrading Main Street (CSAH 14) to a 4-lane roadway has been identified by both <br />Anoka Count y and the City for some time in the future but has not been programed. <br />Therefore, should the analysis show that existing conditions do not require <br />improvements at Street A and Main Street (CSAH 14), documentation should be <br />provided of when in the future with the existing lane configurations the <br />improvements would be needed.
