10 <br /> <br />Lyngblomsten hired SEH to prepare an Intersection Analysis and Alternatives report for the <br />entire CSAH 49 (Hodgson Road) and CR J (Ash Street) intersection. The proposed <br />improvements have been noted above. <br /> <br />Anoka County Highway Department is proposing to be the lead agency on design and letting of <br />the CSAH 49 and CR J road and intersection reconstruction project. Cost sharing details <br />between the entities will be finalized when estimates are complete. Potential road <br />reconstruction will be in 2022 to coincide with the Lyngblomsten development. <br /> <br />• The quantity of development of the area will be limited to ensure that traffic generation <br />does not exceed the capacities of Hodgson Road, the intersection with Co Rd J, or the new <br />access. Development shall not create the need for a traffic signal at the new full access on <br />Hodgson Road. <br /> <br />o Planning for the area must look forward to full development of the study area so <br />as not to allow one project to “use up capacity” so that other sites cannot <br />develop without creating the need for a signal at the new access. <br /> <br />As noted, a traffic analysis was completed for the development. Peak trip generation from the <br />proposed development is approximately 1/3 of the trip generation provided for in the Master <br />Plan. No signal is proposed at the new full access. <br /> <br />• Right of way will be dedicated with development to ensure adequate right of way for <br />Hodgson and CR J as well as for the internal circulation system, as necessary. <br /> <br />The final plat dedicates additional right-of-way ranging from 27 ft to 45 ft along CSAH 49 <br />(Hodgson Road) creating 60 ft to 75 ft of dedicated right-of-way from section line and/or <br />roadway centerline. <br /> <br />The final plat also dedicates an additional 10-17 ft of right-of-way along CR J (Ash Street) to <br />provide a full 60 ft from section line. <br /> <br />The internal public road is dedicated with 60 ft of right-of-way. <br /> <br />Overall, the proposed development is consistent with the Transportation and Access goals of <br />the Master Plan. <br /> <br />Trails, Open Space <br /> <br />• A trail connection, included as an ‘enhancement corridor’ in the Parks, Natural Open <br />Space/Greenways and Trail System Plan, will be established across the study area. This <br />will link to the existing trail connection to Woodridge Lane on the west, cross through the <br />study area, and link to a future trail in Ware Road. The specific alignment of this trail <br />corridor across the Master Plan area will be determined as development occurs. <br /> <br />The Lyngblomsten site plan includes an 8.5 foot wide bituminous trail that extends from the <br />existing Woodridge Lane trail to the private cottage home road then to an 8.5 ft wide trail along
