The proposed 49.6%
post-development impervious surface coverage is compliant. Facilities are given letter
designations from “A” (best operating conditions) to “F” (worst conditions). A Level of
Service “D” represents the threshold for acceptable overall intersection conditions during a
peak hour.

City Code establishes minimum Level Of Service (LOS) requirements. The Code states that if
the LOS is A or B, the proposed subdivision will not the degrade the LOS more than one grade.
If the LOS is C or D it will not degrade the LOS. Intersections with a LOS of E or F must be
improved to ensure a LOS of D or better.

The traffic analysis evaluated four surrounding intersections adjacent to the project area.

• Co Rd J at Woodbridge Ln
• Co Rd J at St. Albans St
• Co Rd J at Hodgson Rd
• Hodgson Rd at Rohavic Ln

As discussed in the WSB Transportation Memorandum, dated February 6, 2019, all
intersections, meet the City Code requirements. However, it was noted that the worst
movement at the CR J and Hodgson intersection, during the PM peak period, changed from a
