The City’s current Park Dedication fees are $3,000 <br />$3,150 per residential unit and $2,400 $2,520 per acre for commercial/industrial development. <br />The senior building is a mix of both independent living units (residential) and assisted-living <br />and skilled care facility units (commercial). The cottage home and independent living units <br />will be charged as residential units. The assisted-living units and skilled care facilities will be <br />charged as commercial users. This practice is consistent with previous assisted-living facilities <br />constructed in the City. The assisted-living units and skilled memory care facilities occupy <br />approximately half of the 4.87 4.16 acre lot (Lot 1, Block 2) and will be charged at 2.44 2.08 <br />acres. Fees are collected when land is final platted into lots and blocks. As <br />discussed, a Master Plan was prepared for the mixed use area at CSAH 49 (Hodgson Road) and <br />CR J (Ash Street) and approved by Council in 2007. The Comprehensive Plan states that all <br />development in the area must be consistent the Master Plan. <br /> <br />The proposed Lyngblomsten development is consistent with the Master Plan as detailed in this <br />staff report and is therefore, consistent with the Comprehensive Plan. <br /> <br />Environmental Assessment Worksheet <br /> <br />An Environmental Assessment Worksheet (EAW) is not warranted. The threshold computation <br />of unattached units (20 cottage homes) and attached units (100 IL + 50 AL 96 IL +35 AL) is <br />less than one. <br /> <br />Wetlands <br /> <br />A small 0.28 acre wetland exists in the northwest corner of the site. A wetland delineation was <br />completed by Kjolhaug Environmental in June 2018. A WCA Notice of Decision was issued <br />by RCWD on October 3, 2018. The wetland is not part of the Wetland Management Corridor <br />and formal recorded conservation easement documents or declarations are not required. The
