2 <br /> <br />The 40 ft wide lots would have 5 ft side yard setbacks, two car garages and 2 story, split <br />entry walkouts and villas. The 60 ft wide lots would have 5 ft side yard setbacks, 3 car <br />garages and 2 story, split entry walkout. Proposed front and rear yard setback and garage <br />size information was not provided. <br /> <br />Comprehensive Plan and Housing Density <br /> <br />At the time of this staff report, the City’s draft 2040 Comprehensive Plan was under <br />review by Met Council with tentative City Council approval in November 2020. This <br />PUD Concept Plan is being reviewed against the draft 2040 Comprehensive Plan. <br /> <br />The development proposes to incorporate Outlot A, NorthPointe 5th Addition. Per <br />Resolution No. 14-21 approving the NorthPointe PUD Development Stage <br />Plan/Preliminary, <br /> <br />“…Outlot C shall be developed in a future phase as an age-restricted (55+ years of age) <br />multiple family dwelling consistent with the regulations of the R-4, High Density <br />Residential District with underground parking for 50% of the required stalls and at a <br />density of 20 to 25 dwelling units per acre” <br /> <br />It should be noted that Outlot C of the preliminary plat is now final platted as <br />NorthPointe 5th Addition Outlot A and will be referenced as such throughout this report. <br />The outlot was proposed as an 88 unit senior housing complex in the NorthPointe <br />development. The Burque proposal shows this outlot with a 50 unit senior housing <br />complex. <br /> <br />Two of the 3 Burque parcels are guided low density residential per the 2040 <br />Comprehensive Plan. One Burque parcel is guided Urban Reserve. NorthPointe 5th <br />Addition, Outlot A is guided medium density. The applicant is proposing to “transfer” <br />some of the density from NorthPointe 5th Outlot A over the entire Burque property <br />development. <br />
