6 <br /> <br />Subdivision Ordinance <br /> <br />Blocks and Lots <br /> <br />The proposed development provides 102 single family lots, and one 50 unit senior <br />housing building. Outlots would contain wetlands, buffers, stormwater ponds etc. The <br />lots vary in width, depth and lot size as may be allowed per the PUD flexibility. <br /> <br />Staff Comment: <br /> <br />• The block of 40 ft wide lots at the northwest corner of do not appear feasible due <br />to the need for additional CSAH 54 and local road right-of-way dedication, lot <br />depth, buffers, cul de sac design etc. <br /> <br />Streets and Alleys <br /> <br />CSAH 54 (20th Avenue) is A-Minor Arterial Reliever. I-35E is a Principal Arterial. <br />CSAH 34 (Birch Street) is a major collector road. Cypress Street and Chestnut Street are <br />local roads intended to serve the site from the north. Per the City’s Transportation Plan, <br />Birch Street is to extend west and connect with Cypress Street. <br /> <br />The majority of the proposed interior local roads have 60 foot wide right of way as <br />required. One section of right of way is 50 ft wide with a “half cul de sac”. Road width <br />information was not provided, but they should be a minimum 32 foot wide back to back. <br /> <br />The south access point into the development from CSAH 54 (20th Avenue) is <br />approximately 1,300 ft south of Birch Street and appears to meet access spacing <br />guidelines. <br /> <br />Staff is aware of current traffic concerns at I-35E/CR J/20th Avenue and Centerville <br />Road. The interchange is currently under evaluation by government agencies including <br />MnDOT, Anoka County and Ramsey. MnDOT has installed temporary signals at the <br />on/off ramps of I-35E/CR J. Anoka County is considering a transportation funding <br />application for improvement of the Centerville Road/CR J intersection. Ramsey County <br />is working on a federal transportation funding application to reconstruct bridge and ramp <br />terminals and CR J/Centerville Road intersection. <br /> <br />Staff Comments: <br /> <br />• The applicant shall work with the property owner of 6620 20th Avenue to obtain <br />necessary road right-of-way to connect Birch Street and Cypress Street. <br />• Local road right-of-way shall be a minimum of 60 ft wide. <br />• Cul de sacs shall not exceed 500 ft in length and bulbs shall meet City standards. <br />• Additional road right of way along CSAH 54 shall be required. <br />• Access shall be provided to the parcels south of the proposed development. <br />• A traffic study shall be required. <br />• Anoka County Highway Department is in receipt of the concept plan and will <br />provide additional comments on the development.
