Scenarios #1 and #2 for commercial development. CSAH 14 (Main Street) is an A Minor <br />Collector road and has capacity to handle the commercial traffic. <br />Future development of Outlot B may require a traffic study to evaluate impacts to 24' Avenue, <br />Rosemary Way, CSAH 14/Main Street and Otter Lake Road. <br />Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR <br />was updated in May 2020. The AUAR identifies this site as commercial in the land use <br />scenarios. The Belland Farms project is consistent with commercial development. No further <br />environmental assessment is required. <br />Wetlands <br />Per the Wetland Permit Application prepared by Kjolhaug Environmental Services prepared on <br />September 13, 2021, a WCA Notice of Decision for wetland delineation was issued by RCWD <br />on September 7, 2021. Five (5) wetlands were delineated on site. <br />Acres <br />1 <br />2.47 <br />2 <br />0.56 <br />3 <br />0.74 <br />4 <br />0.08 <br />5 <br />0.05 <br />Total <br />Per the RCWD CAPROC dated 11/2/2021, the 2 lot commercial subdivision requires llv. 73 81 <br />0.7928 acres of permanent wetland impacts to Wetland 3 and Wetland 5. Wetland impacts will <br />be mitigated via the purchase of wetland bank credits from the City of Blaine Wetland Bank <br />#1664. <br />The wetlands are not within the Wetland Management Corridor (WMC) so WMC wetland <br />buffers are not required. <br />Staff Comments: <br />1. Standard drainage & utility easements a minimum of 10 ft wide shall be shown on the <br />preliminary plat and provided on the final plat over Wetlands 1 and 2. <br />2. Wetlands 2, 4 and 5 are anticipated to be impacted and mitigated with future <br />development and do not require easements at this time. <br />11 <br />
