Planning & Zoning Board <br />January 12, 2022 <br />Page 4 <br /> <br />APPROVED MINUTES <br />Board Comments <br /> <br />Mr. Grochala said the traffic study addressed the pandemic shutdown. He said, <br />according to MnDOT and MET Council, daily traffic counts have returned to pre- <br />pandemic figures. He noted an annual growth factor of 1.4% was applied to the old <br />traffic counts to reflect growth. <br /> <br />Chair Tralle stated the apartment complex will not change the noise from the freeway. <br />He said the City does not conduct studies on the number of kids in neighborhoods. <br />Regarding the building’s elevation, he said the apartment building will be four stories <br />and it meets the City’s requirements. Chair Tralle stated the gas line issue was an <br />issue for the provider and it was not a City issue. He informed the public NorthPointe <br />Garden Estates does not have any intent to be a part of the NorthPointe HOA. <br /> <br />Ms. Larsen provided the definition of a planned unit development (PUD). <br /> <br />City staff said once the land south of NorthPointe is developed, a discussion will be <br />held about adding exits to help dissipate traffic from NorthPointe. <br /> <br />Mr. Root made a MOTION to recommend approval of the NorthPointe 8th Addition <br />final plat and NorthPointe Garden Estates site and building plan review subject to <br />conditions listed in the staff report. Motion was supported by Vojtech. Motion <br />carried 4 – 0. <br /> <br />B. Lake Amelia Woods Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Tom Budzynski of TJB Homes, Inc., submitted a land use application <br />for the final plat of Lake Amelia Woods. Two existing parcels will be subdivided <br />into four, 10 acre lots in order to construct four new single family homes. <br /> <br />Staff recommended approval of the Lake Amelia Woods final plat subject to <br />conditions listed in the staff report. <br /> <br />Board Comments <br /> <br />Mr. Vojtech asked if decks will be allowed. <br /> <br />Ms. Larsen said decks will be allowed, but they will need to meet the OHWL setback. <br /> <br />Mr. Root made a MOTION to recommend approval of the Lake Amelia Woods final <br />plat subject to conditions listed in the staff report.
