Planning & Zoning Board <br />January 12, 2022 <br />Page 5 <br /> <br />APPROVED MINUTES <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Integrate Properties, LLC., submitted a land use application for a PUD <br />Concept Plan review for a master planned residential community. The applicant has <br />proposed to construct 707 mixed housing units on the 157 acre site. The development <br />will be located on the Robinson property south of CSAH 14 (Main Street) and east of <br />CR 53 (Sunset Avenue). <br /> <br />Staff requested feedback from the Planning and Zoning Board regarding whether a <br />master plan should be required for the Main Street corridor between Sunset Avenue <br />and 4th Avenue. Staff also requested feedback concerning PUD flexibility for lot <br />widths, lot sizes, and setbacks. <br /> <br />Board Comments <br /> <br />Mr. Vojtech asked what flat stack townhomes were. <br /> <br />Ian Peterson, 6980 Sand Ridge Road, Eden Prairie, MN 55346, with Integrate <br />Properties, LLC., explained flat stack are two story townhomes with separate <br />entrances. The bottom level is one unit and the top level is a separate unit. <br /> <br />Chair Tralle asked what the cost of rent will be on the flat stack townhomes. <br /> <br />Mr. Peterson said rent for a one-bedroom townhome will start at $1,800 and rent for a <br />three-bedroom townhome will start around $2,900. <br /> <br />Mr. Vojtech asked if there will be beach and/or boat access on the lakes. <br /> <br />Mr. Peterson said they were not considering a beach or boat launch in the project. <br /> <br />Mr. Root recommended a light or round-a-bout be installed at Sunset Avenue and <br />Main Street. He said the applicant should consider lowing the density and add more <br />R-1 areas. He commented the proposed setbacks and lot widths for the single family <br />homes are all consistent with the R-2 designation. He questioned why the application <br />would be considered a PUD. <br /> <br />Mr. Grochala explained the applicant would like to go through the PUD process to <br />have flexibility on the lot sizes throughout the site. He asked the Board what they <br />would like to see at the site in return for allowing such flexibility. <br /> <br />Mr. Wipperfurth recommended connecting Carl Street in order to better distribute <br />traffic. He liked that the higher density was separate from the single family homes. <br /> <br />Mr. Root recommended the City begin the alignment of Robinson Drive as soon as <br />possible. <br />
