2 <br /> <br />Main Street from 21st Avenue to 24th Avenue <br /> <br />The City Council authorized the Northeast Development Area (NEDA) master plan in March. <br />The study area consists of approximately 400 acres lying north and east of Main Street and 35E. <br />The primary purpose of this study is to establish a preferred alignment for the extension of Otter <br />Lake Road and develop a regional stormwater conveyance system. Proposed land use is being <br />reviewed to ensure alignment options maximize development opportunities. Final alignment <br />determination may result in recommendations for potential land use changes and key <br />transportation links. <br /> <br />The Board recommended the master plan extend from 21st Avenue to 24th Avenue (Elmcrest). <br />The properties along this corridor are zoned GB, General Business, or LI, Light Industrial. Most <br />of the properties are developed or currently under development. Owners of the remaining <br />undeveloped parcels have prepared concept plans. Both Main Street and the interchange have <br />been reconstructed to their ultimate configurations and no further transportation improvements <br />are expected. The interchange is identified as a gateway in the comprehensive plan. <br /> <br />Staff is requesting input from P&Z on what additional elements should be included for the <br />corridor: <br /> <br />• Is there a need for enhanced architectural standards (design overlay)? <br />• Should the plan include development of entry way or streetscape elements? <br /> <br />Lake and Main Intersection <br /> <br />The proposed land use for the northwest (10 acres) and southeast (6 acres) quadrants is signature <br />gateway. Signature Gateway allows for development of a mix of commercial and residential <br />uses. Residential densities are allowed from 8 -15 units per acre. The current zoning on the <br />property is a mix of GB-General Business, LI, Light Industrial in the northwest and GB and R- <br />Rural in the southwest. <br /> <br />Existing land uses include single family homes, retail, automotive, and service establishments. <br />The intersection was reconstructed in 2010. Sanitary sewer and water infrastructure is available <br />to service the area. The northwest quadrant is currently the focus of a potential redevelopment <br />project. <br /> <br />Staff is requesting input from P&Z on the scope and objectives of this plan should be: <br /> <br />• Streetscaping and entry way elements? <br />• Land use layouts? <br />• Enhance architectural standards (design overlay)? <br /> <br />Main Street and Sunset <br /> <br />Main Street, east of Sunset, is an emerging residential area.
