7 <br /> <br />Provided: 2 medium trees <br /> (equivalent to 1 large tree) <br /> 12 medium shrubs <br /> (equivalent to 9 large shrubs) <br /> <br />Foundation landscaping requirements have been met. <br /> <br />Sod and Ground Cover Standards <br /> <br />All areas not otherwise improved in accordance with the approved site plans shall have a <br />minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed <br />may be provided in lieu of sod in certain cases, including when the area is adjacent to <br />natural areas or wetlands. <br /> <br />The plan indicates 8 inches of topsoil for all unpaved disturbed areas. Sod will be <br />installed around the parking lot, north of the parking access road, and in the disturbed <br />area east of the building addition. <br /> <br />The landscape contractor will be providing an irrigation plan to the applicant that <br />provides for proper irrigation of all planted trees, shrubs, and sod. <br /> <br />Sod and ground cover standards are met. <br /> <br />Outdoor Lighting <br /> <br />Lighting receives a full review from the City Planner. <br /> <br />Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of way <br />or 0.4 foot candle onto adjacent property. The project meets this requirement. <br /> <br />The luminaire shall contain a cutoff which directs and cuts off the light at an angle of <br />ninety (90) degrees or less. The lights proposed to be mounted on the building do not <br />seem to meet this requirement. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends the Otter Lake Animal Care Center Conditional Use Permit <br />Amendment be forwarded to the Planning and Zoning Board and City Council with the <br />following comments: <br /> 1. Plants requiring full sun should not be planted beneath tree canopy. All shrubs should be moved to locations not beneath tree canopy. This pertains to shrubs near the west building face and shrubs just southeast of the stormwater pond.
