2 <br /> <br />• Stormwater Management Report prepared by Bowman, dated March 3, 2022 <br />• Landscape Plans prepared by Bowman (no date provided) <br />• Photometric Plan prepared Reztark, dated February 1, 2022 <br /> <br />ANALYSIS <br /> <br />General Site Characteristics <br /> <br />The applicant is proposing to develop the approximately 1.06 acre property that is just <br />northwest of the intersection of Main Street and Otter Lake Road. Currently, the site is <br />used for agriculture. <br /> <br />The proposed project includes a carwash housed in a 3,500 square foot building. There <br />will be 28 stalls with free vacuums for customers. As described in the project narrative, <br />the carwash will recapture and recycle water to minimize water consumption. <br /> <br />Soils <br /> <br />The Natural Resource Conservation Service Web Soil Survey notes the following soil <br />types on the project site: <br /> <br />Webster loam, which is poorly drained, hydric, and in hydrologic group B/D. Group B is <br />has moderately low runoff potential when thoroughly wet. Group D has high runoff <br />potential when thoroughly wet. <br /> <br />Hayden fine sandy loam, which is well drained, hydric, and in hydrologic group B. <br /> <br />Stormwater infiltration is not feasible for this site due to the high clay content of the soil. <br /> <br />Stormwater Management, Erosion, and Sediment Control <br /> <br />Stormwater management plan has been submitted and is being reviewed by the City <br />Engineer. <br /> <br />Per the Storm Water Management Report prepared by Bowman, runoff will be collected <br />via sheet-flow and via curbs and gutters to catch basins at low points in the pavement, <br />which will then be conveyed via storm sewer to the stormwater basin and wetland located <br />west of the site. <br /> <br />Ultimately, the site drains to Clearwater Creek and Peltier Lake, both of which are <br />impaired waters. <br /> <br />The allowed impervious surface coverage in the GB, General Business District is 75%. <br />The proposed impervious surface coverage of Lot 1 is 72%. The proposed post- <br />development impervious surface coverage is compliant. <br />
