3 <br /> <br />Stormwater Pollution Prevention <br /> <br />The Erosion Control Plan calls for inlet protections, a rock construction exit, concrete <br />washout area, and silt fence for perimeter control. <br /> <br />Being that this site will drain to impaired waters, Clearwater Creek and Peltier Lake, <br />stabilization of exposed soil areas must occur within 7 days after the construction activity <br />in that area permanently ceases. This is noted in the erosion control plan. <br /> <br />Flood Plain <br /> <br />Site does not fall within the flood management zone. <br /> <br />Wetlands <br /> <br />No wetland impacts are proposed with development of Otter Crossing 2nd Addition. <br /> <br />Alternative Urban Areawide Review (AUAR) Considerations <br /> <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The <br />AUAR was updated in May 2020. The AUAR identified this site as commercial in the <br />land use scenarios. No further environmental assessment is required. <br /> <br />Drinking Water Protection <br /> <br />The site is within the Drinking Water Supply Management Area (DWSMA) and is <br />moderately vulnerable. The site will be connected to City water and sewer. Also, storm <br />water will not be infiltrating prior to treatment in the stormwater basin. <br /> <br />LANDSCAPE PLAN <br /> <br />Tree Preservation and Mitigation Standards <br /> <br />The purpose of these standards is to protect valuable trees and stands of vegetation while <br />not interfering with landowners’ reasonable use and development of property. The goal <br />is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to <br />replace removed trees in areas where tree cover is most critical. <br /> <br />A tree survey will not be required for this site, because there are no trees over 6 inch <br />DBH to survey. Preservation and mitigation standards are met. <br /> <br />Open Areas Landscape Standards <br /> <br />The purpose of these standards is to provide general site beautification and high aesthetic <br />quality with a mix of plant materials in open areas. Open area landscape standards call <br />for 1 large tree and 3 large shrubs per 2000 sq. ft.
