Evironmental Board <br />May 28, 2014 <br />Page 4 <br />APPROVED MINUTES <br />• Reduction of pollutants from municipal operations <br />• Prioritize system maintenance <br /> <br />The City of Lino Lakes goals for the 2014 SWPP plan are the following: <br /> <br />• Stormwater plan summary and revisions to existing Stormwater Pollution <br />Prevention Plan to be in compliance <br />• Ordinance review and update with newly issued MPCA MS4 permit <br />• Identify partnerships–written agreements with other regulated MS4s <br />• Standard operating procedures <br />• Refine enforcement response procedures which includes construction <br />erosion and sediment control, and post-construction stormwater <br />management (draft completed) <br />• Develop written procedures and go over training with staff <br />• Educational program-handouts, flyers, surveys, etc. <br />• Update the stormwater system map to include all pipes greater than 12in. <br />in diameter, outfalls, structural stormwater BMPs, receiving waters, and <br />ponds <br />• Develop a mechanism to track activities being completed by Lino Lakes <br />(educational activities, complaints, plan reviews, inspections, etc.) <br /> <br />Mr. Asleson mentioned that by Lino Lakes Public Works building there is a new salt shed <br />that is shared with Anoka County. <br /> <br />Mr. Payne stated that this is an improvement because when salt is stored outside, sand <br />has to be mixed in with the sand. So now that the salt is stored indoors there is no sand in <br />the salt when applied to the roads which is better for the environment. <br /> <br />Mr. Heiskary asked for the status of the budget and projects. Mr. Payne answered that <br />they have been making progress. <br /> <br />Mr. Asleson stated there were three complaints. One was commercial-needed perimeter <br />control, one residential and needed perimeter control one was the signal project on Ware <br />Road that had exposed soils and all three have been resolved. <br /> <br />Acting Chair Mr. Heiskary closed public hearing at 7:10 pm <br /> <br /> <br />B. Isabelle Estates, Rezoning, Preliminary Plat and Variance Request <br /> <br />The applicant is requesting preliminary plat review, rezoning to R-1(Single Family) <br />and a variance request for lot size, side yard setback and lot depth for a proposed <br />residential development contain 3 new residential building pads. The proposed <br />development contains 1.11 gross acres. The proposed total disturbed area is less than <br />1 acre.
